The Law on the Promotion of Cogeneration and Centralized Heating Supply Systems was approved by Parliament in the second reading

Today, during the Plenary Session of the Parliament of the Republic of Moldova, the Bill on Amendments to Certain Normative Acts, which aims to promote cogeneration and centralized thermal energy supply systems, was adopted in the second reading.

This legislative initiative introduces a series of significant changes that will affect both household consumers, building managers, real estate developers, and other economic agents.

Among the main changes introduced by this bill are:

- The possibility for thermal energy units to invest in the reconstruction of internal systems and the installation of individual meters for each apartment, to facilitate the implementation of horizontal distribution or the implementation of their own method of thermal energy distribution.

- The obligation for public institution buildings to (re)connect to the Centralized Heating System (SACET), according to the principle of the “exemplary role of the public sector,” as well as newly constructed buildings and those undergoing major renovations.

- Promotion of renewable energy sources, including through the contribution of thermal energy units to integrating renewable thermal energy production sources for consumers.

- The obligation for SACETs to purchase residual thermal energy from industrial activities and to explore solutions for energy recovery from waste and thermal energy storage elements within SACET development plans.

- The establishment of unified heating zones in areas where SACET is available, where only the SACET-based heating solution will be applied, and the disconnection from SACET will be prohibited.

These changes represent an important step toward modernizing the country's energy infrastructure, ensuring more efficient use of resources and a significant reduction in environmental impact. The implementation of this project will contribute to strengthening energy security and improving the quality of district heating services for citizens, in line with the Government’s strategic objectives.
