42 bids have been submitted for the construction of large photovoltaic and wind farms in the Republic of Moldova.

The Ministry of Energy organized the meeting of the Tender Commission on April 1st to grant the status of large eligible producer, in order to review the applications and qualify investors for the construction of large photovoltaic and wind farms. Investors who submitted bids were also invited to the meeting, as indicated in the tender documentation, in the spirit of transparency and credibility.

By the deadline, March 31, 2025, at 23:59, a total of 34 bids were submitted for photovoltaic power plants, with a total offered capacity of 236.61 MW, and 8 bids for wind power plants, with a total offered capacity of 207.5 MW. All bidders are local companies, two of which have foreign founders.

Present at the meeting, the Minister of Energy, Dorin Junghietu, noted that despite several crises, the national energy sector remains attractive to investors, which is confirmed by the remarkable number of bids.

"The fact that such an impressive number of bids has been submitted shows that Moldova is attractive to investors, even amid the multiple crises the country has faced. We have a rapidly developing energy sector and infrastructure projects that will be profitable in the long term; this can provide a significant boost to the economy. The energy that will be produced by the new large photovoltaic parks is intended for domestic consumption. The pace at which renewable energy production is developing speaks for itself; we have increased the installed capacity of renewables by 8 times over the last four years, and in February, we surpassed 646 MW," stated Minister Dorin Junghietu.

During the meeting, the Tender Commission reviewed the following aspects:

  • Compliance of applications with the tender documentation;

  • Confirmation of the submission of the bid guarantee;

  • Compliance with technological requirements and capacity quotas;

  • Compliance with the requirement to submit technical and financial bids, and the application of a password to prevent the premature opening of the bids.

According to the Tender Regulation, for verifying the eligibility of investors, the Tender Commission will contact the relevant authorities to confirm the authenticity of the data provided by the bidders.

The announcement of the eligibility of investors for the status of "large eligible producer" is scheduled for April 7th. Subsequently, the procedure for opening the technical bids for the construction of wind and photovoltaic farms with a total capacity of 165 MW will follow.

It is worth mentioning that the tender for the construction of 105 MW wind farms and 60 MW photovoltaic farms was launched in the summer of last year. These wind and photovoltaic parks will contribute significantly to achieving the Republic of Moldova's commitment to ensure at least 30% of its electricity consumption from renewable sources by 2030.

At the same time, investors will be guaranteed the purchase of electricity produced through a 15-year purchase agreement with the Central Electricity Supplier.

The status of large eligible producer is expected to be approved by the Government.
