Apartments disconnected from the centralized heating system will receive compensation for their heating bills, according to the degree of energy vulnerability awarded. The compensation will be paid for the entire heating season 2023-24.

Thus, in the case of consumers disconnected from the centralized thermal energy supply system (SACET) who have registered on the platform compensatii.gov.md, but have not entered the bill code for thermal energy, the changes will be automatically made by the information system "Energy Vulnerability", and the beneficiaries will receive compensation for thermal agent for the entire heating season. Consumers who have been disconnected but have not registered on the platform can receive compensation only after completing the application and the vulnerability rating, starting from the month in which they registered on the platform.

The measures were agreed between the Ministry of Energy and the Ministry of Labor and Social Protection to support energy-vulnerable households after several objective factors led, in some cases, to disproportionate bills for the month of December.

It should be noted that the Ministry of Energy has taken the matter into its own hands regarding the invoices received by consumers disconnected from the centralized heat supply system and addressed the issue at a meeting with the participation of officials from the Ministry of Labor and Social Protection, enterprises in the sector and experts. Objective factors mentioned at the meeting included:

- For the most part, the managers of the residential block did not correctly inform the thermo-energy enterprises about the real situation in the block, and thus some consumers received bills that did not reflect the reality;

- The tariff for thermal energy in December 2023, higher than in December 2022 (3 267 lei/Gcal compared to 2 854 lei/Gcal). As of January 2024, the tariff decreased to 2774 lei/Gcal;

- The temperature of the supplied thermal agent was lower in the previous season, as the thermal energy units reduced the temperature of the thermal agent by 10%, as stipulated in paragraph 14 of the CSE Provision No. 7 of 04 March 2022 and according to the Winter Plan, which stipulates "Reducing the temperature of the thermal agent delivered in the centralized thermal energy supply systems by 10%" in case of a crisis / limitation of the natural gas supply;
