The Government has adopted amendments to the Regulation on how to distribute the heat energy consumption among tenants of blocks of flats, including those disconnected from the centralized heating system. The new methodology takes into account the specifics of each block and apartment and makes the payment more individualized.

The decision comes after last year's Constitutional Court declared the previous methodology unconstitutional and the calculations made by heat producers in Balti and Chisinau were challenged by several consumers. With this intervention, the role of the housing fund managers increases and citizens will receive bills with more details on how the payment was calculated, said Energy Minister Victor Parlicov.

"As a result of the analysis, including last year's practice, we are coming up with adjustments related to the formula, the way of application and informing consumers. One of the problems we found was not so much the calculations, but the parameters about the block included, with outdated and erroneous data," said Minister Victor Parlicov.

A calculation formula is being proposed to the block managers, but if they do not agree, they can come up with their own mechanism for distributing the thermal agent entering the building.
