
Electroenergetic System Development Project

Project Value: 61 million euros, funded by the International Development Association (IDA) of the World Bank
Project Objective: to increase the capacity and improve the reliability of the electric power transportation system in the Republic of Moldova.
"Moldelectrica" State Enterprise and other stakeholders in the energy sector will benefit from improved operational efficiency and reduced losses in the transportation process through more efficient systems.
Components of the Project:
- Construction of Overhead Power Lines (OPL) Vulcănești-Chișinău, approximately 158 km of high-voltage power line with a single circuit (400 kV), and Bălți-Suceava, with a length of 138 km (400 kV).
- Modernization and expansion of Chișinău (330 kV), Vulcănești (400 kV), and Bălți (330 kV) power stations.
- Modernization of the existing monitoring, control, and data acquisition/energy management system (SCADA/EMS).
- Modernization of the electricity accounting system.
- Construction of a new building for the "Moldelectrica" State Enterprise, including a Dispatch Center (DC).
- Financial auditing services for "Moldelectrica" State Enterprise and the project.

Energy Security of the Republic of Moldova (MESA)
Implementation Period: 2022-2026
Project Value: 145 million dollars, funded by the United States Agency for International Development (USAID)
Project Objectives: to help strengthen and diversify Moldova’s energy sector, building long-term energy security that supports Moldova’s sovereignty.
Components of the Project:
- Improve the physical and market integration of Moldova’s energy system with Europe. Connecting Moldova’s electricity system to the European grid is an important first step that will help create an open electricity market with neighboring countries and support fair and competitive procurement of cleaner energy.
- Increase renewable energy integration and enhance climate change resilience. Supporting Moldova’s efforts to develop and implement long-term energy sector plans and strategies will accelerate progress to promote security and reliability and to achieve national climate and environment goals.
- Attract investment in domestic power generation and energy efficiency. Working with utility companies and policymakers to set achievable targets and identify sites for RE projects will encourage investors to build RE projects that provide business and economic opportunities for Moldova.
- Increase resilience of Moldova’s power system. MESA will support Moldova to accelerate its ability to meet ENTSO-E requirements and enable EU grid integration, by deploying technology solutions and equipment and support the development of a sustained and skilled energy sector workforce.
- Improve flexibility of the Moldova power system. MESA will deploy critical flexibility assets for frequency control reserves (FCR) and automatic frequency restoration reserves (aFRR) that will increase the reliability and stability of Moldova’s transmission system and enable the provision of balancing services to neighbors and facilitate the integration of domestic renewable energy.
