

The Republic of Moldova is making significant strides in its energy transition, recording steady monthly increases in installed renewable energy capacity (E-SER). At the end of October 2025, total installed capacity reached 932.81 MW, marking an increase of 35.31 MW in the last month and an increase of 353.41 MW compared to the end of 2024. It is noteworthy that, over the last five years, there has been a 12-fold increase in installed capacity, corresponding to an increase of 855.44 MW compared to the end of 2020, when total installed capacity was 77.37 MW.
It is reported that photovoltaic installations with a total installed capacity of 665.38 MW are the most widespread technology and represent 71% of the total installed E-SER capacity. These are followed by wind installations, whose total capacity reached 243.52 MW, representing 26% of the total. The capacities of hydro and biogas installations are 16.75 MW (2%) and 7.16 MW (1%), respectively, the weighted distribution of installed capacities by type of renewable energy production technology.

This development was driven both by the impact of policies in the field and by market dynamics. State-regulated support mechanisms encouraged the active participation of 8 240 prosumers, such as net metering (5 051 beneficiaries) and net billing (3 189 beneficiaries in October 2025), contributing to the installation of a capacity of 182.91 MW, which constitutes 19% of the total installed RES capacity. At the same time, 148.78 MW (16%) of capacity was installed under the fixed tariff support mechanism. Furthermore, 33.24 MW (4%) of capacity was installed under the provisions of Law No. 160-XVI/2007 on renewable energy, and 60 MW (6%) of capacity was installed under the fixed price mechanism.
The evolution of renewable energy production capacities reflects Moldova's commitment to energy transition and their integration into the national energy mix. The steady increase in the share of green energy confirms progress towards achieving the strategic targets for 2030: at least 27% of energy from renewable sources in gross final consumption and at least 31.2% of electricity from renewable sources in gross final electricity consumption.
It should be noted that, at this stage, Government Decision 599/2025 has been approved regarding the approval of capacity limits, maximum quotas, and capacity categories in the field of electricity from renewable sources, valid until December 31, 2030, with a view to increasing the attractiveness of state support mechanisms in the field of renewable energy production, including storage solutions. The main objective is to ensure the continuity and coherent development of the regulatory framework necessary to achieve the Republic of Moldova's commitments under the Treaty establishing the Energy Community and the targets set out in the NECP 2025–2030, by stimulating investment in new renewable energy production capacities.
In the Republic of Moldova, three support mechanisms are applied for green energy producers, guaranteeing the purchase of surplus energy delivered to the grid and thus helping them to recoup their investments:
- net billing, which replaced the net metering mechanism on January 1, 2024 - applicable to small producers with installations intended for their own consumption;
- fixed tariff for 15 years - for parks and power plants up to 1 MW photovoltaic or 4 MW wind power;
- fixed price, also valid for 15 years, for parks and power plants larger than 1 MW photovoltaic and 4 MW wind power, capacities allocated through auction. The first auction was held between 2024 and 2025 for a total capacity of 165 MW, of which 105 MW were wind farms and 60 MW were photovoltaic. The second auction will be launched at the end of 2025-2026 with a capacity of 170 MW for wind power plants with an energy storage component of 22 MW/44 MWh.
In order to increase the share of renewable energy in the country's energy mix, the Ministry of Energy implemented a number of projects and studies in this area during 2025, including:
GD nr. 26/2025 on imposing public service obligations on system operators in order to grant network access to renewable energy producers benefiting from the "fixed price" support scheme;
GD nr.53/2025 on the approval of the Regulation on sustainability and greenhouse gas emission reduction criteria for biofuels, bioliquids, and biomass fuels, and the Methodology for calculating the impact of biofuels, bioliquids, and biomass fuels on greenhouse gas emissions;
GD nr.58/2025 approving the Regulation on the statistical transfer of quantities of energy from renewable sources with another contracting party to the Treaty establishing the Energy Community;
GD nr.74/2025 on the approval of the Regulation on the calculation of energy consumption from renewable sources;
GD nr. 86/2025 on the approval of the Integrated National Energy and Climate Plan for the period 2025-2030;
Law nr. 45/2025 regarding the amendment of certain legislative acts (making connection permit holders accountable and improving tolerances for imbalances)";
GD nr.253/2025 approving the Regulation on the implementation of joint projects in the field of electricity from renewable sources with one or more contracting parties to the Treaty establishing the Energy Community, Member States of the European Union, or third countries;
GD nr. 494/2025 on granting the status of eligible large producer;
ORDER Nr. 50/2025 on the approval of the methodology for the installation and dismantling of wind power plants;
GD 599/2025 on the approval of capacity limits and maximum capacity quotas in the field of electricity from renewable sources, valid until December 31, 2030
