The Republic of Moldova has a strong international commitment in the field of energy efficiency (EE), reduction of greenhouse gas emissions and decarbonization of the economy.
In a national economy, the main indicator of EE is energy intensity or gross energy consumption per unit of gross domestic product. Energy intensity in the Republic of Moldova is 3.4 times higher than the average energy intensity of EU countries, which indicates that there is significant room for improving energy efficiency.
Our country has assumed the goal of achieving carbon neutrality by 2050, by adopting the National Strategy for Sustainable Development until 2030 and the Integrated National Plan on Energy and Climate Change for the period 2021-2030.
Also, the Republic of Moldova is a party to the Paris Agreement and submitted the NDC (Nationally Determined Contribution at the country level) in which it undertakes to reduce greenhouse gas emissions by at least 70% by 2030 , compared to the level of 1990.
To achieve this goal, the Ministry of Energy has set several priorities, including developing policies and programs to support energy efficiency and decarbonization in the country.
These include:
Development and implementation of the Energy Strategy of the Republic of Moldova until 2050, which includes objectives and measures to promote energy efficiency and reduce greenhouse gas emissions. The concept of the Strategy focuses on the development of renewable energy sources, reducing dependence on fossil fuels and improving energy efficiency in all sectors.
Implementation of the National Energy Efficiency Program, which aims to improve energy efficiency in all sectors, including buildings, transport and industry. The program includes measures to improve the thermal insulation of buildings, the use of energy-efficient equipment and the promotion of sustainable transport.
Development of the Energy Efficiency Fund, which provides financial support for projects promoting energy efficiency in buildings, transport and industry. The fund aims to reduce energy consumption and greenhouse gas emissions by supporting energy efficiency projects.
Implementation of the National Action Plan for Sustainable Energy and Climate Change, which includes specific objectives for reducing greenhouse gas emissions and improving energy efficiency in all sectors. The plan is aligned with the goals of the Paris Agreement and includes measures to develop renewable energies and reduce energy consumption. The integrated national energy and climate plan establishes and describes the state policy objectives including in the field of energy efficiency, policy measures in the field of energy efficiency for all sectors of the national economy.
Implementation of renewable energy development projects, such as wind and solar farms, which will reduce dependence on fossil fuels.
Development of the Electricity and Gas Distribution Network Modernization Program, which aims to improve the reliability and efficiency of the networks, so as to ensure a safer and more efficient delivery of electricity and gas.
These policies and programs are designed to help achieve energy efficiency and decarbonization goals in the Republic of Moldova, thus contributing to the reduction of greenhouse gas emissions and combating climate change.
The Republic of Moldova has also implemented a number of policies to support the development of renewable energy and energy efficiency, including the Energy Efficiency Fund and the Renewable Energy Development Fund.
Increasing EE by promoting high-efficiency cogeneration (rehabilitation of urban combined heat and power plants (CET)), adopting measures to reduce energy losses and increase EE in buildings, as well as promoting efficient technologies and those that capitalize on RES will contribute to reducing dependence on natural gas imports and increasing national energy security.
In the context of the transposition of Directive (EU) 2018/2002 on energy efficiency into national legislation, the Ministry of Energy has a crucial role in coordinating the transposition process and in ensuring the effective application of the new provisions.
For the next period, the Ministry of Energy will continue efforts to develop the legal framework and to incorporate the new provisions included in Directive (EU) 2018/844 and in other legislative acts (such as the regulations from the "Clean Energy" Package, or PEC ), according to the obligations arising from the Community Acquis of the Energy Community.
