The deadline is approaching for submitting bids in the international tender for the construction of two high-performance Combined Heat and Power (CHP) plants in Chișinău, with a total electrical capacity of approximately 55 MW and a thermal capacity of at least 43 Gcal/h. At the request of bidding companies, the submission deadline has been extended to February 21, 2025.

The project involves building state-of-the-art facilities using modern and flexible high-efficiency cogeneration technologies, which will contribute to increasing the country’s internal energy production capacity and strengthening energy security.

The construction of these high-performance CHP plants was approved by the government in 2023. They will replace the old CHP-1 plant, which was commissioned in 1951, and will operate year-round, not just during the heating season, providing thermal energy for hot water production.

In October 2024, the Consolidated Unit for Implementing and Monitoring Energy Projects (UCIPE) announced a repeated tendering process. Additional measures were taken to encourage participation from a larger number of international companies with the necessary technologies, capabilities, and experience to implement the project.

The plants are expected to be completed within two years from the signing of the construction contract. The project’s cost is €81 million.

The beneficiary of the project is Termoelectrica S.A., and it is being implemented by the Ministry of Energy of the Republic of Moldova through UCIPE.

The international tender, titled "Installation of High-Efficiency Gas Engine-Based Cogeneration Plants at CT Vest and CET Sursa 3, and Installation of Electrical Transformers and Distribution Facilities (Design, Supply, Installation)", is part of the second District Heating Efficiency Improvement Project (PIESACET-2), funded by the World Bank Group Moldova.
