Fourteen Medical Facility Buildings in Nine Districts to Undergo Energy Rehabilitation with Support from the INSPIREE Project

Fourteen buildings of medical institutions, with a total area of approximately 35,000 m²—mainly district hospitals—in Drochia, Bălți, Florești, Orhei, Fălești, Ungheni, Hâncești, Căușeni, and Cahul will undergo energy rehabilitation under the INSPIREE project – “Initiative for the Development of Sustainable Public Infrastructure through Energy Efficiency Renovations.” The signing ceremony of the cooperation agreements took place today, December 15, at the Ministry of Health, with the participation of all project partners.

 

The Minister of Energy, Dorin Junghietu, emphasized that energy efficiency is one of the priorities of the Government of the Republic of Moldova, and that the INSPIREE project supports the achievement of this goal. “The cheapest energy is the energy we do not consume, as energy losses in public buildings can reach up to 50% or even more in some cases. Most public buildings in the Republic of Moldova no longer meet current construction and energy efficiency standards, having undergone no interventions or rehabilitation for decades.”

 

In turn, the Minister of Health, Emil Ceban, highlighted the benefits of energy rehabilitation for medical services and patients: “The 14 buildings that are to be energy rehabilitated serve approximately 3,000 patients daily. The rehabilitation of these buildings will create safer and more comfortable conditions for treatment, support medical staff in their work, and reduce energy costs. The savings achieved can be redirected toward improving medical services and modernizing hospital equipment.”

 

His Excellency Hubert Knirsch, Ambassador of Germany to the Republic of Moldova, underlined the transformative impact of the project: “Investments in the energy efficiency of hospitals reduce energy costs and carbon emissions and create better conditions for patients and medical staff. The project covers nine districts and brings direct benefits to local communities. It sets new standards for sustainable public infrastructure and environmental protection across the country.”

 

Her Excellency Dominique Waag, Ambassador of France to the Republic of Moldova, stated that the INSPIREE project is a concrete example of innovation in public infrastructure, demonstrating how sustainable solutions can generate real benefits for local communities and support the development of a more efficient and modern healthcare system in the Republic of Moldova. “I am pleased that France, through the French Development Agency, is contributing to the implementation of a project that increases energy efficiency, creates safer and more comfortable conditions for patients, facilitates the work of medical staff, and reduces the operating costs of medical institutions.”

 

In this context, the Director of the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE), Ruslan Surugiu, explained that the 14 buildings cover more than 34,000 m² and include therapeutic, outpatient, pediatric, surgical, and infectious disease wards. The project will begin with energy audits and technical documentation in 2026, while the main works will take place during 2028–2030.

 

The INSPIREE project is implemented by the Government of the Republic of Moldova through the Ministry of Energy and UCIPE, and is financed by the French Development Agency (a loan of EUR 30 million) and the Government of Germany (a grant of EUR 38.7 million) through the German Development Bank. In total, 30 public buildings are to be energy rehabilitated under the project.
