The Government has approved measures to ensure the independence of the electricity transmission system operator in line with European requirements

The Government today approved new mechanisms to ensure the independence of Moldelectrica as an "Independent System Operator" (ISO), in line with European directives and commitments to the Energy Community under the Energy Package III. In July of this year, Moldelectrica was provisionally certified by the National Agency for Energy Regulation as an independent operator, and the secondary legislation on limiting state intervention in its activity will be finalized within 9 months.
The "Independent System Operator" unbundling model provides for a set of rules ensuring the independence of the operator from any interests related to the supply and production of electricity and natural gas. This model also allows vertically integrated companies or transmission system owners to retain ownership of their assets, while ensuring an effective separation of interests, provided that the Independent System Operator will carry out all specific activities, applying detailed regulations and extensive oversight mechanisms exercised by the regulatory authorities.
Thus, according to the Government Decision, the function of the founder of the transmission system operator "Moldelectrica" shall be exercised by the Secretary General or Deputy Secretary General of the Ministry, and the institution shall approve internal rules to ensure that the official acts independently and without being influenced, does not participate in the promotion of state policy in the field of electricity and natural gas and does not disclose information obtained in this function with the Minister and/or other state secretaries and other public officials within the Ministry.
