The Sandbox is Now Operational: Regulatory Testing Spaces Commission Holds First Meeting to Review Submitted Projects

Cristina Pereteatcu, State Secretary at the Ministry of Energy, today chaired the first meeting of the Commission for Innovative Regulatory Testing Spaces in the energy sector. With this, the energy innovation testing spaces, also known as the Sandbox, have become fully operational.

The meeting began with introductions of the Commission members and Secretariat, highlighting their roles in coordinating and monitoring activities related to the innovative testing spaces. This was followed by a presentation of the regulatory framework and key provisions of the regulations approved under Government Decision 66/2025, which establish mechanisms for applying innovations in the energy sector, providing a favorable environment for testing and validating innovative solutions under controlled conditions.

During the session, the submitted projects for inclusion in the “Energy Sandbox” were reviewed, highlighting the diversity of proposed solutions and their potential to contribute to the modernization of the energy sector.

Regulatory testing spaces allow direct collaboration between innovators and competent authorities, facilitating the process of testing and validating innovative solutions before their integration into regulated systems.

“Sandboxes are regulatory environments where companies can test new technologies, business models, or approaches to energy production, distribution, and consumption without being subject to the full set of regulations normally applicable. These tools create the conditions to accelerate innovation and develop viable solutions that can address current challenges in the energy sector,” said Cristina Pereteatcu, State Secretary.

The “Energy Sandbox” project, unique in the region, represents a strategic instrument for promoting innovation in the energy sector. Its primary goal is to support the implementation of innovative solutions, both local and international, with the potential to structurally transform the energy sector.
