Three more projects selected for the Energy Sandbox in the second round of project evaluation

The Ministry of Energy announces the completion of the second round of evaluation of applications submitted under the Energy Sandbox mechanism, dedicated to testing innovative solutions in a flexible, forward-looking regulatory framework.
The evaluation was carried out by the Commission for Innovative Testing Spaces, established under Government Decision No. 66/2025, and focused on projects with high potential to contribute to the digitalization of the energy sector, increase system flexibility, and integrate renewable energy sources.
Following the evaluation conducted by the interministerial commission, three innovative projects were selected to be tested in the coming period, aimed at contributing to the modernization of the energy system in the Republic of Moldova.
The projects selected in the second round are:
“Moldova VPP Sandbox: Dynamic Pricing and Prosumer Aggregation”,
submitted by the consortium Wise Agile SRL, YellowGrid International Limited, and Hexpera Tech S.R.L.The project explores ways in which energy-producing consumers (prosumers) can be more efficiently integrated into the system, including through flexible tariffs and intelligent use of produced energy.
“Moldova Energy Hub Tech – BRP for Small Commercial Renewable Energy Sources and Non-Profit Organizations”,
submitted by Sandrologic Grup S.R.L.This initiative proposes innovative solutions for integrating small renewable energy producers and non-profit organizations into the energy market, through balancing functions and imbalance management.
“SCADEX LiveGrid”,
submitted by the Romanian company SC Bluenote Communications SA.
The project aims to test advanced technologies for monitoring and optimizing the operation of electricity networks, with a focus on real-time data and system resilience.
The selected projects will be implemented in a testing regime within the Energy Sandbox, without requiring permanent changes to the regulatory framework. The results and experience gained will form the basis for future regulatory decisions, governance mechanisms, and scaling solutions, depending on the outcomes achieved.
The Energy Sandbox mechanism continues to confirm the Ministry of Energy’s commitment to:
Supporting technological innovation;
Promoting the energy transition;
Creating a predictable framework for testing emerging solutions;
Strengthening cooperation with the private sector and international partners.
The Republic of Moldova became the first country in Central and Eastern Europe to introduce a sandbox regulatory framework to stimulate innovation in the energy sector. This mechanism became operational following the government’s approval, on February 12, 2025, of regulations for the operationalization of innovative testing spaces. The framework allows controlled testing of innovative solutions and business models in a regulated environment, with participation conditioned, among other requirements, on a minimum of seven years of relevant experience to ensure the maturity and operational capacity of participants.
