Investments of Over 8.1 Billion Lei for Modernizing the Transmission Network: “Moldelectrica” State Enterprise Presents 10-Year Transmission Grid Development Plan

The State Enterprise “Moldelectrica” has presented, during a public consultation event, the Transmission Grid Development Plan for the period 2025–2034, which envisions investments of over 8.1 billion lei for the modernization and expansion of Moldova’s electricity transmission network. The event was attended by the Minister of Energy, Dorin Junghietu, the interim General Director of “Moldelectrica,” Sergiu Aparatu, as well as representatives from the energy sector, experts, civil society, academia, and the business community.
The Plan is a strategic document that is crucial for ensuring energy security, integrating renewable energy sources, optimizing power flows, and strengthening interconnection capacities with Romania and Ukraine. According to technical evaluations, much of the existing infrastructure is nearing the end of its technical and economic lifespan, and its development can no longer be postponed.
“With this plan, we aim to build a modern, robust, and interoperable transmission network capable of meeting the demands of the energy market in the coming decade. It is a concrete step toward strengthening the energy security of the Republic of Moldova and fully integrating into the European electricity market,” stated Minister of Energy Dorin Junghietu.
The Plan includes major projects such as the modernization of over 20 substations of 110/330/400 kV, the construction of new transmission lines, including the 400 kV Vulcănești–Chișinău and Strășeni–Bălți overhead lines, as well as the introduction of advanced regulation and protection equipment. The analytical foundation of the plan was based on demand evolution scenarios, energy flow modeling, and adequacy assessments of the network, in accordance with ENTSO-E methodologies.
“This plan is not just a legal obligation, but an essential technical planning tool. It reflects both the current infrastructure realities and the ongoing pressure from the emergence of new generation capacities, especially from renewable sources. We are working with concrete scenarios and clear projects to meet the needs of a dynamic, increasingly decentralized, and interconnected system,” emphasized Sergiu Aparatu, interim General Director of “Moldelectrica.”
The Ministry of Energy invites all interested parties — economic operators, public institutions, NGOs, and citizens — to consult the full version of the plan and submit proposals, observations, or additions by May 20, 2025, inclusive.
