Parliament Ratifies Two EBRD Grants for Heating System Modernization in Chișinău

The Parliament of the Republic of Moldova has ratified two significant grant agreements in cooperation with the European Bank for Reconstruction and Development (EBRD), aimed at supporting the project “Optimization of the Centralized Heating Supply System in Chișinău.” This major initiative seeks to thoroughly modernize the capital city’s energy infrastructure, thereby enhancing energy efficiency, improving service quality, and reducing environmental impact.

 

The first grant, amounting to €24.54 million, is provided through the European Commission’s Neighbourhood Investment Platform, while the second grant of €15 million comes from the Eastern Europe Energy Efficiency and Environment Partnership Fund. These funds complement previously ratified financing sources, including a €143.5 million loan from the European Investment Bank and a loan from the EBRD, bringing the total project budget to €326 million.

 

The investments will enable the installation of 2,510 Individual Heating Points (IHPs), the conversion of 1,665 apartment blocks to a modern horizontal heat distribution system, and the implementation of 57 pilot projects for building thermal insulation and modernization of internal heating distribution systems. Additionally, existing heating networks will be rehabilitated, and two new pumping stations will be built, ensuring better distribution and efficiency in thermal energy supply.

 

Constantin Borosan, State Secretary at the Ministry of Energy, highlighted the scale and strategic impact of the initiative:

 

“This project is a crucial step toward a more efficient, secure, and environmentally friendly energy system. With the support of international partners, we will be able to provide higher quality services to the residents of the capital, reduce system losses, and minimize environmental impact. It is an investment in citizens’ comfort and in the sustainable future of Chișinău.”

Beyond direct benefits for consumers—such as reduced costs, increased reliability of the heating system, and improved access to domestic hot water—the project also has a strong environmental protection component. Through infrastructure modernization and the adoption of more efficient technological solutions, a significant reduction in greenhouse gas emissions and other air pollutants is expected.

 

With these measures, Chișinău takes a decisive step toward a sustainable energy future, aligning with European standards and ensuring a higher quality of life for its citizens. The project exemplifies the effectiveness of international partnerships and a well-defined strategic vision in the energy sector.
