Winter Plan 2025–2026 Published for Public Consultation

The Draft Government Decision on the approval of the Action Plan for preparing for the 2025–2026 heating season has been published for public consultation.
Since 2022, in order to reduce risks to the energy supply security of the Republic of Moldova and ensure better preparedness for the heating season, the Ministry of Energy has annually developed an Action Plan for winter readiness. This year’s Winter Plan includes 48 measures to prepare for the cold season, including the procurement of natural gas from multiple sources, ensuring its transportation through various supply routes, and monitoring the supply of natural gas for meeting the needs of the left bank of the Dniester.
In previous years, the winter preparedness plan included various scenarios for the behavior of the Russian energy company Gazprom. This year, in the event of a halt in natural gas deliveries to the left bank, the plan provides for access to EU financial support worth €60 million, made available by the European Union for the population of the Transnistrian region of the Republic of Moldova.
Additionally, the Plan stipulates that by November 1, SA Energocom must replenish strategic gas reserves amounting to 15% of the average annual consumption.
The document also provides for the commissioning of the Vulcănești–Chișinău "Energy Independence Line" by the end of the current year, ensuring the operation—if necessary—of the 110 kV overhead line for supplying Moldova from Romania’s National Power System, and the launch of the annual electricity procurement procedure by the end of October through a competitive bidding process.
In terms of energy efficiency, the Plan requires that by mid-October, public buildings must implement measures for monitoring and ensuring the rational use of energy resources, as well as maintaining the recommended indoor temperatures specific to each building’s function.
The document includes an analysis of the energy supply situation, national developments, regional events, and how these may impact Moldova’s energy security. Reports from the International Energy Agency and the European Commission on energy market trends were also reviewed.
Identifying and implementing preparation measures for the 2025–2026 heating season will contribute to strengthening the Republic of Moldova’s energy supply security.
