EBRD Launches Tender for Construction of Bălți–Suceava (400 kV) High-Voltage Power Line

The European Bank for Reconstruction and Development (EBRD) has officially launched the tender procedure for the construction of the 400 kV overhead power line Bălți–Suceava. This line will enable the Republic of Moldova to benefit from a more stable, efficient energy system that is less dependent on unreliable sources, while also supporting the development of renewable energy sources. The construction of the Bălți–Suceava line is part of the national strategy for interconnection with the continental European energy system ENTSO-E.
The tender is open to all eligible companies and is conducted on the ECEPP procurement platform. The deadline for submitting bids is September 15, 2025.
The project, with a total estimated value of 77 million euros, is financed from several sources: a non-reimbursable grant of 15.4 million euros provided by the European Union through the EBRD, an EBRD loan of 30.8 million euros, and 30.8 million euros from the European Investment Bank.
The construction of this line, together with the modernization of the Bălți 330 kV substation and the erection of a new 400 kV substation, was recently declared a public utility project of national interest.
The Bălți–Suceava line will have an estimated length of approximately 48 km and will cross 12 localities in the districts of Glodeni, Fălești, Rîșcani, and the municipality of Bălți, extending from the Bălți Electrical Substation to the interconnection point with Romania’s electricity transmission network. According to technical requirements, a total of 145 metal poles will be installed along the line route, including 21 suspension towers and 124 intermediate towers.
Completion of the line is planned for 2027 and will complement the cross-border interconnection system alongside the Isaccea–Vulcănești–Chișinău and Strășeni–Gutinaș lines. The Bălți–Suceava line will increase electricity import and export capacity, enable the integration of more renewable energy into the grid, and facilitate integration into the European single market.
The project is carried out by the Government of the Republic of Moldova, the Ministry of Energy, and implemented by the State Enterprise “Moldelectrica.”
