The Ministry of Energy requests operators rapid intervention in cases of gas bills containing erroneous data

The Ministry of Energy convened a meeting focused on the large number of consumer complaints regarding natural gas bills for August, September and October 2025. Participants in the discussions included representatives of SA Moldovagaz, SRL Chișinău-gaz, SA Energocom and regional distribution system operators.

 

Energy Minister Dorin Junghietu pointed to the very high number of complaints received in recent weeks — estimated between 20 and 30 thousand. Most consumers reported excessive consumption data in bills, widespread use of estimated consumption, and issues related to meter reading or meter functionality. It was also noted that this issue was strongly reflected in the public space, while SA Energocom explained that bills are issued strictly based on the data transmitted by distribution operators.

 

“Consumers must be treated fairly and transparently, and the Ministry will not tolerate the violation of this principle,” Dorin Junghietu emphasized.

 

During the discussions, the minister requested explanations regarding the approximately 33% increase in the number of consumers placed on fixed payment plans within a single month, as well as the difficulties faced by citizens who are unable to submit their meter readings online and are forced to physically visit service counters. The meeting also reiterated that the responsibility for transmitting accurate data lies with distribution operators, who must comply with the methodologies and regulations approved by ANRE, and must not sabotage the data transmission process.

 

The minister also requested that an updated report be delivered as soon as possible, detailing the current situation regarding the installation of new equipment, the progress in resolving complaints, and the advancement of IT system integration in cooperation with ANRE.

 

Representatives of SA Energocom announced that they are working on improving the billing software in accordance with the current contract.

 

The parties agreed that, by the end of this week, operators will correct the reported cases and adjust all affected bills so that they reflect real consumption, advance payments where applicable, and registered differences.

 

Chișinău-Gaz and the other distribution operators will submit to the Ministry of Energy and ANRE, within a maximum of 10 days, a report regarding the installation of remote meter reading systems, the number of consumers who do not allow access for meter reading, and the measures applied in such cases, including relocating meters to the property boundary.

 

At the end of the meeting, the Ministry of Energy highlighted the need to implement information campaigns for consumers, as well as to respect contractual discipline.

 

Citizens are encouraged to verify their meter readings and, in case of discrepancies, to request a bill recalculation.
