For the Second Year in a Row, Moldova Tops the Energy Community Countries in Implementing the EU Acquis

The Republic of Moldova achieved the highest scores in transposing European legislation among the member countries of the Energy Community, according to the organization’s annual report.

 

“Moldova has maintained its leadership position for the second consecutive year, with an impressive implementation score of 74%, driven by significant progress in electricity market reforms, supply security, governance, and ETS implementation — with no regress in any of the chapters,” notes the Energy Community Secretariat.

 

Specifically, Moldova’s scores are as follows: markets and integration – 69%; energy sector decarbonization – 77%; energy security – 78%; environmental improvement – 63%; state institutions’ performance – 84%.

 

In the field of natural gas market reform, progress was highlighted in advancing the compliance timeline for unbundling — the separation of gas transport, distribution, and supply activities — by 31 July 2025. At the same time, the supply security framework contributed to resilience during the past winter.

 

The report also contains a series of recommendations for member countries. Moldova is encouraged to further liberalize the gas market, begin implementing the balancing network code, aggregate interconnection capacities, and meet the remaining certification conditions for TSOs.

 

After completing the transposition of the Energy Integration Package, Moldova should prioritize implementing day-ahead and intraday markets for market coupling with European markets and develop the balancing market, starting with the completion of a transparent and competitive auction for new capacities.

 

Additionally, the Energy Community Secretariat emphasizes the need for a long-term strategy aimed at climate neutrality, the adoption of secondary legislation to fully transpose sustainability criteria under REDII and greenhouse gas emissions for biofuels, bioliquids, and biomass fuels, as well as full implementation of energy efficiency legislation, including building certification, energy performance contracts, and labeling enforcement.
