In accordance with the Decision of the Administrative Board of ANRE No. 561 of 29.09.2025 regarding the imposition on the electricity transmission system operator, State Enterprise “Moldelectrica”, of the temporary public service obligation to procure balancing capacities through mechanisms other than the market mechanism, Moldelectrica announces the launch of the tender for the procurement of balancing capacity.

Moldelectrica will procure balancing services from potential balancing service providers for the period up to the deadline of 31 December 2030.

The implementation of these actions will strengthen the country's energy security and, within the established timeframe, will create the necessary prerequisites for the reliable operation of the power system and the electricity market. It will also establish conditions for the future procurement of balancing services through market-based mechanisms, in accordance with the provisions of the Electricity Integration Package.

The procurement will be carried out based on the tender documentation, which includes the framework contract model, proposed price caps, a description of the tendered products and their quantities, as well as other documents and relevant information for the acquisition of balancing capacities under the temporary public service obligation.

We also inform that this is the first tender of this kind organized by the electricity transmission system operator Moldelectrica.

Proposals, comments, and clarifications regarding the tender documentation may be submitted until 15 October 2025, 17:00.
