A total of €326 million will be invested in modernizing the centralized heating system in Chișinău. The Parliament has ratified today the Loan Agreement between the Republic of Moldova and the European Bank for Reconstruction and Development (EBRD) for the implementation of the "Optimization of the Centralized Heating System in Chișinău" Project.
"This project involves a deep modernization of Chișinău's heating system. Individual Heating Points (IHPs) will be installed in 88% of the apartment blocks connected to the centralized heating system, and 60% of the city's buildings will transition to a horizontal heat distribution system. This modernization will be felt by the city's residents in their bills, as it will lead to reduced energy consumption," stated Carolina Novac, State Secretary of the Ministry of Energy, during the Parliament session.
The project involves a radical modernization of the district heating system in Chisinau, through the installation of 2,510 Individual Thermal Points, the transition of 1,665 apartment blocks to a horizontal distribution system of the heat agent, the implementation of 57 pilot projects of thermal insulation of selected areas. blocks, the rehabilitation of primary heating networks and the construction of two pumping stations.
By implementing these measures, the aim is to reduce energy losses, increase energy efficiency and achieve savings of up to 30% on consumer bills.
The purpose of this modernization is not only to improve energy efficiency, but also to increase the comfort of citizens, including by introducing individual metering. This will provide each consumer with the opportunity to manage the heating agent according to their own needs.
Thus, consumers will be able to control the heating in their apartments, having the freedom to connect or disconnect it, and will be able to independently regulate energy consumption.
At the same time, significant savings in primary energy (natural gas) will be achieved due to the combined production of heat and electricity, which will contribute to reducing our country's dependence on energy imports.
The European Bank for Reconstruction and Development's contribution of EUR 143.5 million represents a significant part of the total financing of the project, which amounts to EUR 326 million, and the rest of the financing is provided by the European Investment Bank and grants provided by the European Union and the Eastern European Partnership for Energy Efficiency and the Environment.
