The Board of Directors of SE “Moldelectrica” announces the launch of the competition for the position of General Director of SE “Moldelectrica.”
The competition will be conducted in accordance with the Regulation on the organization and conduct of the competition for the position of General Director of SE “Moldelectrica,” approved by the Decision of the Board of Directors of SE “Moldelectrica” no. 14 dated September 5, 2025.
CANDIDATE REQUIREMENTS
The candidate for the position of General Director must cumulatively meet the following requirements:
a) is a citizen of the Republic of Moldova;
b) has advanced knowledge of the Romanian language (written and spoken);
c) has advanced knowledge of the English language (written and spoken);
d) holds higher education with a bachelor’s degree or equivalent in economics, finance, energy, law, or technical studies with an electro-energy profile;
e) has at least 10 years of professional experience in the fields indicated in point d);
f) has held management positions for at least 4 years;
g) has full legal capacity;
h) has not reached the age required for retirement by age limit;
i) has no criminal record for intentional offenses;
j) is not prohibited from holding management positions as a result of a final and irrevocable court decision imposing such a restriction;
k) has not been convicted, by final and irrevocable judgment, for corruption offenses;
l) is not subject to the incompatibilities and restrictions set out in Articles 16–21 of Law no. 133/2016 on the declaration of assets and personal interests;
m) has not been dismissed in the last 5 years from a management position under Article 200 (1) of the Civil Code of the Republic of Moldova no. 1107/2002 (except in cases where termination was not attributable to the candidate);
n) is not a member of the Board of Directors, Audit Committee, or Censors’ Commission of the Enterprise;
o) is not subject to Article 24 (3) b) of the Integrity Law no. 82/2017.
MAIN RESPONSIBILITIES OF THE GENERAL DIRECTOR
The General Director of the Enterprise is the sole executive body and has the following main responsibilities:
manages and ensures the efficient functioning of the Enterprise;
represents the interests of the Enterprise in relations with individuals and legal entities, public authorities, law enforcement bodies, and grants such powers to other representatives;
ensures the implementation of decisions of the founder and the Board of Directors;
ensures the auditing of annual financial statements and concludes the audit contract with the auditing entity selected by the Board of Directors and confirmed by the founder;
organizes the internal control system;
ensures submission of financial statements, tax reports, statistical reports, and other required documents to state authorities, as required by law;
presents to the Board of Directors information on the results of inspections carried out by competent bodies, including deficiencies identified, as well as the action plan to correct and eliminate them;
submits quarterly reports on the Enterprise’s performance to the Board of Directors;
submits the annual report on the economic and financial activity of the Enterprise, the report of the Censors’ Commission, and the auditor’s report to the founder and the Board of Directors;
submits to the Board of Directors the draft budget of revenues and expenditures and the draft staffing plan for the following year;
submits proposals to the Board of Directors regarding the distribution of annual net profit;
concludes contracts, issues powers of attorney, opens bank accounts, hires personnel;
dismisses employees, applies incentives, sanctions, or disciplinary measures;
ensures the development and updating of the Enterprise’s development plan and submits it for approval to the Board of Directors;
ensures the integrity, efficient use, and development of the Enterprise’s assets;
provides the Board of Directors with quarterly information on litigation cases;
requests prior approval from the founder and decision of the Board of Directors for acquisitions exceeding 25% of the Enterprise’s net assets, or more than 400,000 MDL;
publishes the procurement plan and ensures transparency in procurement procedures;
carries out procurement of goods, works, and services for production needs in accordance with legislation;
approves, with founder coordination, the nomenclature and tariffs for services, except those regulated by normative acts;
bears responsibility for non-performance or improper performance of duties established in the employment contract;
ensures and coordinates compliance with anti-money laundering and counter-terrorist financing laws.
RIGHTS AND OBLIGATIONS
The rights and obligations of the General Director will be established in the individual employment contract concluded between the General Director and the Founder, represented by the Ministry of Energy.
CONTRACT TERM
The selected candidate will conclude an individual employment contract with the Founder for a period of up to 5 years.
REMUNERATION
The General Director will be remunerated in accordance with the individual employment contract concluded with the Founder (Ministry of Energy), considering the provisions of Government Decision no. 743/2002 on the remuneration of employees of financially autonomous units.
The employment conditions, monthly remuneration, performance indicators, and conditions for bonuses or sanctions will be negotiated between the selected candidate and the Board of Directors.

vision for the development of the Enterprise in the context of the electricity market and the new legislative framework, including measures for modernization of the Moldovan power system (max. 7 pages, font size 12);

copy/copies of diplomas proving studies in economics, finance, energy, law, or technical electro-energy fields;
professional references/recommendation letters (at least 3);
criminal record or personal declaration of no criminal history;
declaration of competence and suitability assessment (Annex no. 4);
if available, certificate of advanced knowledge of an international language;
signed written consent regarding the processing of personal data (Annex no. 5) and consent for publishing the CV on the websites https://moldelectrica.md// and https://energie.gov.md/ (Annex no. 6);
self-declaration regarding personal interests in relation to members of the Board, Censors’ Commission, Audit Committee, Public Property Agency, and company officials.
Copies of documents must be certified by the candidate on their own responsibility.
