The Cabinet of Ministers of the Republic of Moldova Approved the Draft Law for the Ratification of the Framework Agreement of the International Solar Alliance (ISA)

Chișinău, June 11, 2025 — The Cabinet of Ministers of the Republic of Moldova approved the draft law for the ratification of the Framework Agreement establishing the International Solar Alliance (ISA), adopted in Marrakesh on November 15, 2016.
ISA is a global initiative that brings together over 110 member states, aiming to promote the use of solar energy, attract investments in renewable energy, and facilitate access to innovative technologies. By joining the alliance, the Republic of Moldova will be able to leverage new opportunities for international cooperation, technical assistance, training, and funding to develop its solar sector.
The benefits of joining for the Republic of Moldova include:
Access to international financing for solar projects and green energy infrastructure;
Training of professionals through scholarship programs and training under the ITEC Scheme;
Participation in strategic initiatives such as the development of mini-grids, solar pumping systems, and E-Mobility solutions;
Support in developing public policies for integrating solar energy into the national energy mix;
Connection to a global network of experts, institutions, and companies in the renewable energy field.
“This decision reflects our determination to actively contribute to combating climate change and reducing the country’s energy dependence. Joining ISA will allow us to mobilize resources, knowledge, and partnerships for the development of solar energy in the Republic of Moldova,” said Cristina Pereteatcu, State Secretary at the Ministry of Energy.
The Republic of Moldova aims to achieve a 30% share of electricity from renewable sources by 2030 and to reduce greenhouse gas emissions in accordance with its international commitments. Increasing solar energy production capacity, which has already seen significant growth—from 61 MW in 2018 to over 440 MW in 2025—is a key pillar of this transition.
ISA supports its member states through a diversified programmatic approach that includes developing solar mini-grids, promoting solar thermal systems, solar-powered electric mobility, and accelerating the use of green hydrogen.
The Republic of Moldova is strengthening its position as a responsible partner in global efforts to decarbonize and ensure equitable access to renewable energy.
