Carolina Novac: Our progress is based on improving energy efficiency

On Friday, Carolina Novac, State Secretary of the Ministry of Energy, participated in a discussion panel held as part of the Moldenergy 2025 Exhibition, under the theme: “Tenant Associations’ Discussion Platform for Energy Efficiency in Buildings.” The event brought together representatives of tenant associations, public authorities, energy efficiency experts, and international partners, with the goal of identifying concrete solutions to enhance energy performance in the residential sector.

 

In her speech, Carolina Novac highlighted the essential role of homeowners’ associations in the effective management of housing stock, noting that these structures are absolutely necessary for the implementation of energy rehabilitation projects. She elaborated on the advantages of these associations, which, in addition to offering transparent management of shared property, also provide access to national and international funding for the modernization of housing infrastructure.

 

“Our progress is based on improving energy efficiency—a sector in which the Republic of Moldova has considerable potential. The building sector accounts for approximately 50% of final energy consumption, and energy efficiency has become a national priority. The Ministry of Energy is committed to modernizing existing systems and integrating them with renewable energy sources where possible, to meet the demands of a constantly evolving energy landscape,” stated State Secretary Carolina Novac during the discussion panel.

 

In this context, Carolina Novac spoke about the implementation of the project “Optimization of the centralized heating system in the municipality of Chișinău,” worth 326 million euros, which aims to modernize Chișinău’s thermal infrastructure and reduce energy consumption by up to 30%. Notably, the project is financed by several international financial institutions, including:

 

European Bank for Reconstruction and Development (EBRD) – loan of €143.5 million

 

European Investment Bank (EIB) – loan of €143.5 million

 

Eastern Europe Energy Efficiency and Environment Partnership (E5P) – grant of €15 million

 

European Union Neighbourhood Investment Platform – grant of €24.5 million

 

Among other goals, the project includes the installation of 2,510 Individual Thermal Points (ITPs) and the implementation of horizontal distribution of thermal energy in 1,665 apartment buildings, enabling consumers to manage their heat consumption independently and adjust heating levels according to personal preferences. In addition, works will be carried out to insulate buildings, rehabilitate thermal networks, and build two pumping stations, all aimed at improving the efficiency, reliability, and quality of heating and hot water services.

 

It is worth noting that the Moldenergy Specialized Exhibition is taking place from April 3–6, 2025, at Moldexpo. It is the largest exhibition in the Republic of Moldova dedicated to innovative energy solutions and technologies.

 

The event, held over a 1000 m² area, gathered over 50 companies from around the world, showcasing the most advanced products and technologies for energy saving, thermal installations, and air conditioning equipment.

 

The exhibition offers an opportunity to explore industry innovations and understand how modern technologies contribute to a more sustainable energy future.
