CNED is launching a new call to identify tenants' associations for free technical assistance in drafting energy audits for apartment blocks

The National Center for Sustainable Energy (CNED) announces the launch of a new call for the identification of Tenants' Associations that will benefit from free technical assistance in the preparation of energy audits, which will be the basis for energy rehabilitation projects of residential blocks.
The selected tenants' associations will benefit from an energy audit of the building, with the subsequent opportunity to obtain up to 70% funding in the form of a grant from the EMERF for the implementation of energy rehabilitation projects of the building, and 30% will be the contribution from the tenants.
Depending on the degree of energy vulnerability of the apartment owners, they will additionally benefit from the Energy Vulnerability Reduction Fund to partially cover the contribution.
The estimated budget of the EEERF financing program for the next years is over 1.4 bn. MDL of which about 723 mil. MDL is to be accumulated through the Program for the Implementation of the Energy Efficiency Obligation Mechanism for 2024-2026, which entered into force as of January 1, 2024, and the rest from donors and development partners.
Energy retrofitting of apartment blocks will bring a number of benefits for tenants, including reduced energy bills as a result of increased energy efficiency of the building, increased thermal comfort in the apartments and quality of life of the tenants, increased market value of the property and reduced greenhouse gas emissions into the atmosphere.
Interested tenants' associations are invited to participate in the call and to submit the application file in electronic format via e-mail: office@cned.gov.md, or in paper format to the IP CNED office at Alecu Russo str. Alecu Russo 1, block A1, 10th floor, by May 15, 2024. Applications received after the indicated deadline will not be considered.
The application file will contain:
●Letter of Intent (Download here);
●Decision of the board of directors of the association or Resolution of the general assembly of the association confirming the intention to participate in the project to develop the energy audit;
●Application form (Download here);
●Financial report for the period 2023, together with the Balance Sheet for the year 2023 in accordance with the methodological guidelines on the particularities of accounting in non-commercial organizations;
●Extracts from the state register of legal entities;
●Decision on the registration of changes in the data in the State Register of Legal Entities (composition of the members of the management board);
● Bank statement on the existence and balance of the Reserve/Savings/Development and Repairs Fund.
