The company Energocom will access a loan of up to €400 million to ensure the security of natural gas and electricity supply during the cold season. The state guarantee agreement for the loan was signed today between the Ministry of Finance and the European Bank for Reconstruction and Development (EBRD).

The funds will be used to implement the project "Strengthening the Energy Security of the Republic of Moldova", with the aim of ensuring uninterrupted supply of natural gas and electricity to end consumers.

"Energocom has proven to be a reliable and responsible partner in ensuring the delivery of gas to the population. Through this financial instrument, we will strengthen the state's capacity to respond quickly and effectively to potential crises, guaranteeing the continuity of energy supply for citizens. Ensuring a continuous supply of energy resources is a strategic priority for the Republic of Moldova. It is an essential factor in protecting the population, especially the most vulnerable, and in maintaining economic and social stability," said Energy Minister Dorin Junghietu during the signing ceremony of the Agreement.

The new loan, totaling up to €400 million, is structured into three tranches amounting to €300 million, along with a revolving credit facility for a period of 5 years. These funds will allow Energocom to carry out strategic purchases of natural gas and electricity in order to meet its public service obligations to end consumers in the country, particularly in preparation for the 2025–2026 heating season.

It is worth noting that these funds are being accessed as the "Security of Natural Gas Supply" project, signed in 2022, is set to expire in August. That project also included a credit line accessed from the EBRD.

The project will have a significant positive social impact by helping to protect the interests of the population, especially vulnerable households.

The financial facility granted by the EBRD is the result of competitive negotiations and addresses the need to ensure the country’s energy security through a sustainable and flexible mechanism. It does not create a financial burden on the state budget except in exceptional cases and is designed as a protective and stabilizing tool in a geopolitically uncertain context.
