The Energy Dimension of Moldova–Ukraine Cooperation Among Key Topics on the High-Level Bilateral Agenda

The energy dimension was one of the main topics discussed between the delegation of Republic of Moldova, led by Prime Minister Alexandru Munteanu, which also included the Minister of Energy, Dorin Junghietu, and the President of Ukraine, Volodymyr Zelenski.
A special focus of the meeting was on the energy infrastructure of Ukraine and Moldova, particularly the consequences of Russian attacks, which have caused power outages in several Moldovan cities. Volodymyr Zelenski and Alexandru Munteanu discussed responses to threats from Russia and ways to strengthen bilateral cooperation in the energy sector.
During the meeting, the parties coordinated paths and opportunities for such cooperation.
Additionally, the First Vice Prime Minister of Ukraine – Minister of Energy – thanked Republic of Moldova for the government’s decision to provide humanitarian assistance, including generators, transformers, and other equipment needed to repair Ukrainian energy facilities affected by Russian attacks.
The discussions also addressed expanding cooperation between the electricity transmission operators Ukrenergo and Moldelectrica. The parties emphasized the importance of synchronizing networks, strengthening balancing capacities, and signing an agreement on cross-border electricity flows and emergency support. They also reaffirmed interest in developing joint infrastructure projects, including the 330 kV Bălți–CHE Dnestrovsk overhead power line.
On natural gas, the interlocutors explored options for expanding cooperation within the Vertical Gas Corridor project, as well as future possibilities for using Ukraine’s underground gas storage capacities as an additional element of regional energy security.
In the same context, the Ukrainian side expressed readiness to supply coal for the Cuciurgan Power Plant (Moldovskaia GRES). The President of Ukraine thanked the Republic of Moldova government for the humanitarian support provided, including generators, transformers, and other equipment needed to repair Ukrainian energy infrastructure damaged by Russian attacks.
The discussions reconfirmed the commitment of both parties to strengthen energy cooperation as a key pillar of regional security, resilience, and stability.
