Energy storage solutions attract growing investor interest

Energy storage solutions were showcased at two major events last week, sparking significant interest from the business community, particularly in the applicable standards and regulations. State Secretary of the Ministry of Energy, Carolina Novac, participated last week in the Energy Transition Agenda conference, organized by the European Business Association, and the workshop Battery Energy Storage Systems (BESS) – A Strategic Priority for Grid Balancing, Renewable Integration, and Energy Security.

 

The event, organized by the company Sinergium, brought together energy sector experts, public authority representatives, and over 40 private companies in a constructive dialogue on Moldova’s energy future and the key role of storage technologies.

 

Participants discussed the challenges and opportunities of the energy transition, with a focus on modernizing infrastructure and strengthening energy independence through the integration of renewables. BESS technologies were presented as essential solutions for grid balancing, managing the intermittency of renewable resources, and increasing the resilience of the national energy system.

 

In her speech, Carolina Novac emphasized that energy storage systems are a strategic priority for the Republic of Moldova.

 

“Storage solutions are absolutely necessary, as they allow for better integration of green energy and contribute to grid flexibility and stability. The government has taken concrete steps to stimulate investments in this field, including through new regulations, tax incentives, and support programs,” said the State Secretary.

 

Carolina Novac reiterated Moldova's goal of sourcing 30% of its electricity consumption from renewable sources by 2030. In this regard, one of the Ministry of Energy’s priorities is to improve the legal framework and introduce support instruments for investments in energy storage and green technologies.

 

“Without appropriate economic incentives, batteries are not financially viable for most consumers. For example, the payback period for such investments currently exceeds 20 years. With a 50% grant, this would be reduced to just 6 years – similar to photovoltaic panel investments,” added Carolina Novac.

 

During the conference, the State Secretary also presented progress made in renewable energy. In April 2025, 36% of the country’s total electricity consumption was covered by local renewable sources – a historic record. The installed capacity of renewable power plants exceeded 665 MW, marking an eightfold increase compared to 2021.

 

Carolina Novac also highlighted the significant contribution of prosumers – households and companies that produce electricity for their own use. By the end of 2024, they had installed 145.6 MW of photovoltaic capacity under net metering and billing programs.

 

Another major topic addressed was the new Electricity Law, which transposes into national legislation the provisions of the European Union’s Clean Energy Package IV. Under the new law, energy storage becomes a licensed activity, and operators of autonomous facilities with an injection capacity of at least 1 MW will be eligible for licensing, in line with European standards.

 

“This legislative change creates a clear and predictable framework for investors. We are aiming for the development of an open and competitive market for advanced storage and renewable energy technologies,” emphasized Carolina Novac.

 

It is worth mentioning that to support the green transition process, in 2024, tenders were launched for the construction of photovoltaic and wind parks with a total capacity of 165 MW, expected to attract investments of around 200 million euros.

 

A new round of tenders is planned for October 2025, and for the first time will include storage solutions, with the deadline for submission of bids estimated to be by March 2026.
