French Consulting Company SEURECA to Develop a Study on the Modernization of Chișinău’s Centralized Heating System

Termoelectrica SA has signed a memorandum of understanding with the French consulting company Seureca, affiliated with the "VEOLIA" group, to conduct a study aimed at improving energy efficiency and reducing gas consumption in Chișinău’s district heating system.
Present at the event, the Minister of Energy, Dorin Junghietu, welcomed the progress made in the district heating system in Chișinău, highlighting that centralized heating systems are considered the most cost-effective.
"In recent years, massive investments have been made in Moldova’s district heating systems, followed by further programs for installing Individual Heating Points and horizontal distribution systems for thermal energy. All these efforts are aimed at increasing the comfort of residents and reducing energy bills. At the same time, Termoelectrica will benefit from more efficient operational management and will continue investing in energy-efficient technologies," stated Dorin Junghietu, Minister of Energy of the Republic of Moldova.
The study is financed by the French Development Agency (AFD) and aims to identify and develop investments in energy-saving technologies, strengthen institutional capacities, and facilitate international knowledge exchange in the district heating sector. Additionally, SEURECA will conduct network connection studies for five neighboring districts, assess the feasibility and impact of connecting these areas to the Centralized Thermal Energy Supply System (SACET), and develop modernization solutions for energy consumption monitoring infrastructure in buildings. The study will also analyze energy consumption data for different types of buildings and propose improvements to the operational management and maintenance of the district heating network through an integrated approach.
"It is essential for France to support the energy security and autonomy of the Republic of Moldova and its adaptation to EU energy sector requirements. France has various support mechanisms, and we have now allocated €0.5 million through the French Treasury for SEURECA, a subsidiary of VEOLIA, to conduct a study on the efficiency of Chișinău’s thermal energy distribution system. Through this study, SEURECA will provide the necessary technical expertise to improve the management of the heating networks. Ultimately, this project will enhance the well-being and daily lives of Moldovan consumers," stated Mrs. Dominique WAAG, Ambassador of France to the Republic of Moldova.
"This Memorandum represents a commitment from the French authorities to support the modernization of Chișinău’s energy infrastructure and to contribute to strengthening Moldova’s energy sovereignty. We appreciate the financial support provided for conducting the study, which will help define a smart management strategy for the district heating network and introduce innovative technologies—optimizations that will offer consumers higher-quality heating services," stated Mr. Iurie RAZLOVAN, General Director of Termoelectrica S.A.
It is worth mentioning that SEURECA is one of the largest consulting companies in Europe, with multiple projects in Moldova, while VEOLIA manages utility companies (water, energy, waste management, urban mobility, etc.) in several European cities.
