Government Approves Digital Transformation Program for the Energy Sector for 2026–2030

Households will be able to manage their energy consumption more efficiently through the continued installation of smart meters, and the networks will be modernized, significantly reducing energy losses. The Government approved today the Digital Transformation Program for the Energy Sector for 2026–2030, developed by the Ministry of Energy with the support of UNDP Moldova and the Government of Italy.
By 2030, 100,000 vulnerable households will be equipped with smart meters, and a total of 500,000 meters will be installed, covering at least 40% of residential consumers, with priority for vulnerable families as well as urban areas.
“Digital transformation of the energy sector is a strategic priority for the Republic of Moldova. It delivers concrete benefits for every citizen, reducing costs, increasing transparency, and providing effective tools to manage energy consumption, while also strengthening the security and competitiveness of the sector. Households will be able to monitor and optimize energy use, essentially becoming managers of their own bills, and the national economy will benefit from a safer and more efficient infrastructure,” emphasized Dorin Junghietu, Minister of Energy.
The Program will significantly improve the efficiency and modernization of energy networks, reducing losses to 10%, generating annual savings of approximately 200 million MDL. It will also reduce operational costs by 20–25% by 2030, offering more affordable tariffs for consumers and increased competitiveness for businesses.
The Program also provides for the introduction of the National Consumption Point Registry (RNLC), which will assign a unique code to each consumption point, facilitating transparent billing, continuous monitoring, and quick switching between suppliers.
Additionally, the Program will ensure real-time collection, analysis, and reporting of data on energy production, imports, and consumption, providing access to authorities, suppliers, and consumers.
Digital transformation will also have a major impact on the green transition. The integration capacity for renewable energy sources will increase from 150 MW to 600 MW by 2030.
The Program will contribute to achieving the targets of the National Integrated Energy and Climate Plan (PNIEC) of 30% renewable energy and will support Moldova’s transition to a green economy.
