Government supports promotion of renewable energy

The government today gave a positive opinion on a legislative initiative to amend the law on the promotion of renewable energy sources, which provides for a number of new incentives for the installation and use of renewable energy sources.

One of the proposed amendments aims to extend the "Net Metering" mechanism, which will allow prosumers to benefit from support for more consumption sites for power plants. This will attract more investments in the renewable energy sector, which will contribute to the diversification of energy sources and increase the state's energy security and create the legal prerequisites to facilitate the creation of the first energy communities. The development of energy communities, the members of which can be local public authorities, economic operators or private individuals, will make it possible to reduce the costs of covering the members' own consumption.

At the same time, the process of connection to the electricity grids for large eligible producers will be streamlined through amendments that will allow the Government to impose public service obligations on system operators and thus ensure the prioritization of the granting of the connection permit for large eligible producers that will be the winners of the auctions. This measure will help to prevent grid capacity bottlenecks, stimulate the development of renewable projects and the successful conduct of the first renewable energy auctions in the Republic of Moldova.

At the same time, according to the draft law, the Ministry of Energy is to take over the monitoring of the fulfillment of obligations by large eligible producers, thus ensuring effective and continuous control. Also, the discriminatory guarantee imposed on applicants for connection permits, which affected only renewable generation units, will be eliminated. This measure will eliminate discrimination between renewables and conventional sources and stimulate investment in renewable energy.

"The proposed amendments are essential to support Moldova's energy transition, ensuring a level playing field for all energy producers and promoting the development of a sustainable and efficient energy sector. These measures will help to unblock the process of granting connection permits for large eligible producers, increase the efficiency of energy resource management and energy infrastructure, and stimulate investment in the renewable energy sector," said State Secretary Carolina Novac.
