IBM and USAID to help strengthen and diversify cybersecurity in the energy sector

The Ministry of Energy held a working meeting on June 25 with representatives of the USAID Europe and Eurasia Cybersecurity Protection and Response (E&E CPR) project implemented by International Business Machines (IBM) Corporation Federal Consulting. The meeting was also attended by representatives of the USAID Moldova Energy Security Activity (MESA) project, which provides support to the efforts of the Government of the Republic of Moldova to strengthen and diversify the country's energy sector, building long-term energy security that supports Moldova's sovereignty and sectoral resilience, in particular focused on modernization of institutional capacities of the S.E. "Moldelectrica", ICT infrastructure and cybersecurity domain.
The technical experts from USAID projects, gave a presentation based on their experience and expertise in the field of cybersecurity, on the actors involved in security threats, the sectors targeted, the tools observed to be used, TTPs (tactics, techniques and procedures) and threat assessments. During the presentation, IBM Corporation Federal Consulting experts, IBM Corporation Federal Consulting, provided a retrospective of MITRE ATT&CK TTPs, both in relation to the stages of security attack propagation: initial access, execution, privilege escalation, credential access, command and control, and the associated impact, as well as the prevention, mitigation and intervention recommendations applicable to each stage.
It should be noted, that the technical experts of the USAID Europe and Eurasia Cybersecurity Protection and Response (E&E CPR) project implemented by International Business Machines (IBM) Corporation Federal Consulting, reiterated their readiness to provide on an ad-hoc basis and on demand to energy sector entities owning critical infrastructure targets, the necessary support and expertise to mitigate, remediate and restore functionalities in case of critical cybersecurity situations that could arise in the event of cyber-attacks and compromise of critical ICT and OT(operational technology)/SCADA infrastructures, by deploying and making available teams of technical experts within 72 hours. The Parties agreed to identify how to deepen their cooperation relations in the long term by establishing working arrangements on the basis of Memoranda of Understanding for support and expertise specific to the field of cyber security.
