The Methodology for Calculating the Energy Performance of Buildings Has Been Approved, Paving the Way for the Implementation of Energy Performance Certificates

The Methodology for Calculating the Energy Performance of Buildings has been approved and published by the Ministry of Infrastructure and Regional Development on the construction regulatory documents portal (⁦www.ednc.gov.md⁩).

 

This methodology complements the Regulation on Minimum Energy Performance Requirements for Buildings and was developed in collaboration and coordination with the Ministry of Energy. The document establishes a regulatory framework for assessing the energy efficiency of buildings, contributing to reduced energy consumption and improved performance in Moldova’s construction sector.

 

It is worth noting that new buildings, those undergoing renovation, as well as buildings intended for sale or rent, will be required to undergo the energy certification process. Certification is also mandatory for public buildings with a usable floor area larger than 250 m², as well as for those public buildings that already hold an energy certificate but have undergone significant modifications, such as reconstruction, extension, or modernization affecting their energy performance.

 

Thus, buildings will be classified according to an energy performance category, on a scale from A (most efficient) to G (least efficient), and this information will be publicly displayed in the case of public buildings. In addition, the certificate will indicate the numerical value of the building’s annual energy consumption, expressed in kWh/m²/year.

 

Assessing the energy performance of buildings will make it possible to reduce energy bills, increase residents’ comfort, and raise the market value of properties.

 

The document was developed with the aim of promoting energy efficiency improvements for both new constructions and existing buildings undergoing major renovations. It supports the achievement of the objectives set out in the Energy Strategy of the Republic of Moldova until 2030, in line with the commitments under the Energy Community Treaty and EU legislation.

 

The regulation applies to the following categories of buildings:
a) Individual houses (single-family buildings of various types: detached houses, townhouses, duplexes);
b) Apartment blocks;
c) Office buildings;
d) Educational institutions;
e) Healthcare facilities;
f) Hotels;
g) Restaurants and cafés;
h) Sports facilities;
i) Wholesale and retail service buildings;
j) Other types of energy-consuming buildings, including mixed-use buildings.

The document provides a standardized evaluation framework that takes into account key factors such as the shape and structure of the building, construction materials, level of thermal insulation, efficiency of heating, ventilation, and air conditioning systems, as well as the integration of renewable energy sources. Through this approach, energy auditors can accurately assess and compare the energy performance of buildings, identifying optimal solutions for energy savings.

 

The methodology will be used to assess compliance with minimum energy performance requirements, compare design alternatives for new buildings, certify existing buildings, and analyze potential measures for reducing energy consumption. Thus, the new technical framework contributes to improving the quality of building design and renovation, while creating more efficient and sustainable conditions for consumers.

 

The methodology was developed with the support of the USAID Project “Moldova Energy Security Activity (MESA)”, in partnership with the Ministry of Infrastructure and Regional Development.
