The Ministry of Energy Held a Working Meeting on the Implementation of Smart Meters

The Ministry of Energy organized a working group meeting to monitor the implementation of the Pilot Program for Smart Meter Installation. The event brought together representatives from the Ministry of Energy, ANRE, FEE-Nord, RED-Nord, Premier Energy Distribution, Premier Energy Supply, and field experts.

A key topic of discussion was the introduction and application of differentiated tariffs, including time-of-use (ToU) tariffs.

Currently, the application of differentiated tariffs is only possible for consumers with electronic meters equipped with memory and the option to record consumption based on time intervals.

Some consumers already have meters capable of recording hourly consumption. Upon request to transition to differentiated tariffs, the Distribution System Operator will configure these meters accordingly.

Consumers without such meters but wishing to benefit from differentiated tariffs will need to purchase them following recommendations from the Distribution System Operator.

During the meeting, existing tariffs and potential tariff methodologies were analyzed, considering the current energy crisis. Participants highlighted the significant benefits of these tariffs for both consumers and the grid as the number of consumers equipped with smart meters increases.

"Although the degree of smart meter implementation and related equipment remains low, we are making progress to achieve significant results throughout the year in terms of accurate and real-time energy consumption monitoring. Introducing and applying differentiated tariffs, including time-of-use tariffs, is essential for encouraging energy efficiency and effective grid management. Discussions addressed existing differentiated tariffs, analyzed potential pricing methodologies in the context of the current crisis, and outlined the steps required to ensure the practical application of these tools," emphasized State Secretary Cristina Pereteatcu.

In the upcoming period, a schedule of concrete actions will be finalized to enable consumers already equipped with the necessary technology to benefit from existing differentiated tariff options. It was reiterated that technical standards must be regulated to ensure system interoperability and equipment compatibility.

Operators must also determine and publish the minimum technical conditions and parameters to help consumers select suitable meters and inform them about the functionalities and advantages of smart metering.

Additionally, participants emphasized the need for a National Plan to implement Advanced Metering Infrastructure (AMI) on a large scale, including a rigorous timeline aligned with European commitments outlined in the EU Electricity Market Directive and measures from the National Energy and Climate Plan. Such a plan will ensure a coherent and efficient approach nationwide. The Ministry of Energy will develop and coordinate this National Plan in the immediate future.

This effort underscores the critical importance of defining and communicating the technical requirements and benefits of smart metering systems while laying the groundwork for a comprehensive, structured rollout of advanced metering technologies across the country.
