Ministry of Energy Launches Public Consultation on the Guide for Authorizing Energy Projects of Common Interest and Mutual Interest

The Ministry of Energy announces the launch of the public consultation on the draft Guide on the authorization procedure for projects of common interest within the Energy Community and projects of mutual interest, which is to be approved by Order of the Ministry of Energy.
The document was developed to facilitate the understanding and application of the procedural framework applicable to energy infrastructure projects of strategic relevance and, as a rule, with a cross-border dimension, in accordance with the provisions of Law No. 174/2017 on Energy.
These projects can contribute to the development and integration of energy infrastructure, strengthening security of supply, and achieving the Republic of Moldova’s energy and climate objectives.
The Guide presents, in a structured and practical manner, the main stages, requirements, documents, deadlines, responsibilities and coordination mechanisms applicable to projects of common interest and projects of mutual interest, from identifying and obtaining the relevant status through to organizing the authorization process and obtaining the necessary permits. The document is intended for project developers, public administration authorities and other entities involved in the preparation, coordination and authorization of such investments.
Particular attention is given to public participation, which is integrated into the authorization process from the preliminary stage, allowing relevant comments, concerns and alternatives to be considered at an early stage of project development. According to the Guide, early public involvement can contribute to improving proposed solutions and streamlining subsequent stages of the authorization process.
The Ministry of Energy invites public authorities, energy sector operators, project developers, the business community, civil society organizations, experts, and all interested persons to review the draft Guide and submit comments and proposals for its improvement.
Comments and proposals may be submitted until September 18, 2026, to the Ministry of Energy by email at secretariat@energie.gov.md. The draft Guide is available for consultation at the link provided in the public consultation notice.
Through this consultation, the Ministry of Energy aims to finalize a practical and accessible instrument that will contribute to better coordination between project developers and the competent authority and, consequently, facilitate the implementation of energy infrastructure projects in the Republic of Moldova.
