Ministry of Energy Submits Letter to the Energy Community Secretariat to Initiate the Verification Process on Transposition of the Electricity Market Integration Package

The Ministry of Energy has submitted an official request to the Energy Community Secretariat to initiate the Verification Process regarding the transposition of the Electricity Market Integration Package (Electricity Integration Package – EIP) into the national legislative and regulatory framework, a process that precedes the market coupling procedure.
By completing this transposition process, the Republic of Moldova achieved a major milestone by the end of 2025, aligning its electricity market with European Union standards and creating the conditions for full integration into the EU single electricity market.
In summer 2025, the Ministry transposed Directive 944/2019 on common rules for the internal electricity market and Regulation 2019/941 on electricity sector risk preparedness. Subsequently, in November 2025, with the joint efforts of the Ministry, the Transmission System Operator, and the National Agency for Energy Regulation (ANRE), the full set of EIP-related legislative acts was approved, in line with requirements established at the ministerial level within the Energy Community in 2022. This framework includes the adoption of network codes and guidelines in the electricity sector to ensure a competitive, transparent, and efficient electricity market.
A key operational milestone was the launch, on 17 December 2025, of the intraday electricity market by the Energy Market Operator of Moldova (OPEM), completing the architecture necessary for competitive trading.
The technical integration of the electricity system was achieved as early as 2022, with the connection of Moldova’s grid to the continental European network. From the end of 2024, export capacity from the European Union to Moldova increased significantly, strengthening supply security.
The implementation of the Integration Package also includes new regulations on energy storage, sector digitalization, and enhanced consumer protection. The strategic goal of the reform is to transition to a competitive, transparent, and efficient market, reduce dependence on non-EU external sources, and strengthen the country’s energy independence.
The transposition of the EIP acquis enables Moldova to move toward coupling its national market with the EU electricity market, with final acts to be assessed by the Energy Community Secretariat and the European Commission within the Verification Process.
The Ministry of Energy emphasizes that the ongoing involvement and expertise of the Energy Community Secretariat and the European Commission have been essential in ensuring coherent and effective transposition, reinforcing the electricity market reform agenda, and supporting Moldova’s accelerated integration into the EU internal energy market.
To officially initiate the Verification Process for EIP transposition, the Ministry of Energy submitted the documentation for the following pieces of EU legislation:
- Directive (EU) 2019/944 on common rules for the internal electricity market;
- Regulation (EU) 2019/943 on the internal electricity market;
- Regulation (EU) 2019/942 on ACER;
- Regulation (EU) 2019/941 on electricity sector risk preparedness;
- Commission Regulation (EU) 2015/1222 on capacity allocation and congestion management (CACM);
- Commission Regulation (EU) 2016/1719 on long-term capacity allocation (FCA);
- Commission Regulation (EU) 2017/2195 on electricity balancing;
- Commission Regulation (EU) 2017/1485 on system operation;
- Commission Regulation (EU) 2017/2196 on the network code for emergency and restoration.
The initiation of the Verification Process represents a decisive step in consolidating electricity sector reforms and confirms the Republic of Moldova’s commitment to becoming an integral part of the European energy market.
