The Parliament of the Republic of Moldova has approved the ratification of a Credit Facility Agreement with the French Development Agency (AFD), signed in Paris on March 10, 2025, for the implementation of the project "Initiative for the Development of Sustainable Public Infrastructure through Energy Efficiency Renovations (INSPIREE)."
The INSPIREE project's primary goal is to increase energy efficiency in public buildings, particularly in the context of the energy crisis and Moldova’s decarbonization commitments. The project involves the renovation of 30 public buildings, including 16 higher education institutions (approx. 58,000 m²) and 14 district hospitals (approx. 34,000 m²), with direct impact on service quality and reduction of energy costs.
The total project value is EUR 73 million, structured as follows:
EUR 30 million – loan from the French Development Agency;
EUR 38.7 million – grant from the Government of the Federal Republic of Germany through the Development Bank KfW;
EUR 4.3 million – contribution from the Government of the Republic of Moldova.
"INSPIREE is a vital investment in Moldova’s critical infrastructure. Through the energy renovation of health and education buildings, we ensure efficiency, sustainability, and European standards for tens of thousands of beneficiaries. This is a decisive step toward a greener and more energy-secure Moldova," said Carolina Novac, State Secretary at the Ministry of Energy.
The renovation works will include:
Thermal insulation of walls and roofs;
Modernization of heating, ventilation, and air conditioning systems;
Replacement of inefficient electrical equipment;
Optimization of domestic hot water and thermal energy distribution systems.
Expected outcomes include:
Up to 60% reduction in energy consumption in renovated buildings;
Annual energy savings of 12.3 GWh;
Annual reduction of CO₂ emissions by approximately 4,200 tons — the equivalent of over 12,600 cars.
The selected institutions — including universities in Chișinău and hospitals in the districts of Cahul, Orhei, Hîncești, Florești, Bălți, and others — were chosen based on proposals from the Ministry of Health and the Ministry of Education and Research, targeting buildings with high energy consumption and strategic importance.
The AFD loan is provided on favorable financial terms, with a 15-year maturity, an interest rate applied at the time of disbursement (6-month EURIBOR + margin), a 0.5% commitment fee, and a one-time 0.5% commission.
The approved law also provides tax and customs exemptions for project implementation, helping reduce costs and speed up the work. The method of application will be established by Government decision.
INSPIREE is part of the national effort to transition toward a green, energy-efficient economy, fully aligned with the National Plan "Building European Moldova," Priority No. 2 – Green Transition.
