Pilot Project for Dynamic Pricing and Prosumer Aggregation Tested in Moldova’s Energy Sandbox

The project “Moldova VPP Sandbox: Dynamic Pricing and Prosumer Aggregation” will be tested within an innovative energy testing space, known as a Sandbox, providing the opportunity to experiment with advanced solutions for market flexibility and prosumer integration. The Ministry of Energy has initiated the drafting of a Government Decision to define the project holders, scope of application, and necessary regulatory exemptions, as well as their duration and limits.
The project will be implemented by Wise Agile SRL, in partnership with YellowGrid International Limited and Hexpera Tech S.R.L., bringing technological expertise and innovation to the Energy Sandbox.
The project was reviewed by the Regulatory Innovative Testing Spaces Commission during its meeting on January 15, 2026, and approved for implementation. It was recognized as an innovative initiative with a positive impact on the energy sector and strong potential for nationwide scalability.
The initiative proposes the integrated testing of solutions that are currently not operational under the permanent regulatory framework, including:
Aggregation of small-scale consumers and prosumers;
Application of hourly dynamic pricing at the end-consumer level;
Aggregated participation of distributed resources in balancing and flexibility services;
Collection of operational data and energy settlement at 15-minute intervals.
The high level of interest and market demand confirms the relevance and timeliness of the project.
This initiative represents a concrete step toward modernizing the electricity market, stimulating active prosumer participation, and increasing the flexibility and efficiency of Moldova’s power system.
The Energy Sandbox mechanism encourages innovation by creating a controlled and flexible environment for testing and developing new technologies, facilitating the transition to renewable energy and a sustainable energy future. The mechanism was developed by the Ministry of Energy, with support from UNDP Moldova and funding from Denmark, Luxembourg, South Korea, and Sweden.
