The Republic of Moldova Accelerates Energy Sector Reforms with European Support

The Ministry of Energy and the national energy regulatory authority are advancing the modernization of the legislative and regulatory framework of the Republic of Moldova’s energy sector. These efforts are supported by the Secretariat of the Energy Community through the Moldova Energy Independence and Resilience (MEIR) project, financed by the European Union. During today’s meeting of the Project Coordination Committee, the achievements made in 2025 were reviewed, and the work plan for the current year was agreed upon. The main priorities will focus on strengthening energy security, improving market efficiency, and aligning with European Union standards.
These reforms cover several key areas: renewable energy, energy efficiency, the electricity market, the natural gas market, and institutional cooperation. The goal is to establish clear and fair rules for all stakeholders — the state, companies, and consumers — while also making the energy sector more resilient to crises.
In the field of renewable energy, the Ministry of Energy is promoting the simplification of administrative procedures for developing renewable energy projects through the creation of digital information platforms that will provide developers with all necessary information, including the possibility of obtaining required permits through a single source. At the same time, IT solutions are planned that will allow final consumers to obtain approval to install photovoltaic power plants, storage batteries, or heat pumps based on an electronic request submitted in just a few clicks.
In the electricity sector, the authorities’ efforts are focused on implementing the new Law on Electricity, with an emphasis on liberalizing and developing the electricity market and facilitating effective consumer access to this market. These actions include strengthening the existing regulatory framework and developing new rules that will enable consumers to actively exercise their right to freely choose their supplier or aggregator, in line with the EU acquis and European best practices.
In the natural gas sector, the Ministry is updating monitoring and preventive measures to ensure security of supply in accordance with EU best practices. This includes preparations for the heating season and intervention plans for exceptional situations, so that the population is better protected during the cold periods of the year. These measures are intended to respond effectively to challenges related to gas supply, contributing to the stability and safety of the energy system.
Another important objective is increasing energy efficiency. The authorities are working on new legislation that will encourage building renovations, reduce energy consumption, and promote the development of modern energy services, which in the long term will lead to lower bills and a cleaner environment.
At the same time, the Ministry of Energy is improving cooperation with external partners and coordination with international donors to ensure that investments in the energy sector are well planned and respond to the country’s real needs.
Through these measures, the Republic of Moldova is taking concrete steps toward a modern, secure, and European-compatible energy system that will provide real benefits to citizens and the national economy.
