The Republic of Moldova Has a Digital Transformation Program for the Energy Sector, Developed with Support from UNDP and the Government of Italy

Moldova has a Digital Transformation Program for the Energy Sector for 2026–2030. The document was approved by the Cabinet of Ministers in October 2025 and sets strategic directions for modernizing energy infrastructure, increasing operational efficiency, and strengthening energy resilience through digital solutions.
On 14 November 2025, the Ministry of Energy, with the support of UNDP Moldova and the Government of Italy, organized an inter-institutional coordination meeting to discuss the program’s implementation. The event brought together representatives of public authorities, system operators, regulatory institutions, energy companies, development partners, and the business community.
The Digital Transformation Program for the Energy Sector and its Implementation Action Plan were developed by the Ministry of Energy with the support of UNDP Moldova and the Government of Italy. The document provides for the development of smart grids and facilitates access to data for both consumers and authorities. Furthermore, its implementation will strengthen the protection of critical infrastructure through advanced cybersecurity measures, while reducing energy losses and related emissions.
Key objectives of the Program include:
Developing smart and interoperable digital infrastructure, including the implementation of a unified system to identify each consumption point;
Creating a National Energy Management Platform to collect and analyze data on energy production and consumption;
Installing 500,000 smart meters by 2030;
Strengthening cybersecurity capacities through the deployment of modern detection and rapid response mechanisms to cyber threats;
Ensuring a renewable energy integration capacity of 600 MW and reducing peak energy consumption by at least 20% through digitalized demand management;
Facilitating the transition to green energy and decarbonization through inclusive digital solutions.
“Technology, economy, and sustainability come together through the digitalization of energy. Without a digitalized energy system, neither the National Energy and Climate Plan nor the Green Pact can be implemented, and the objectives of these documents cannot be achieved,” said Cristina Pereteatcu, Secretary of State at the Ministry of Energy, responsible for sector digitalization.
“The Digital Transformation Program for the Energy Sector for 2026–2030, developed with the support of UNDP and the Government of Italy, sets a vision for a digitalized, resilient, and consumer-oriented energy system. Digitalization is no longer a supplementary element; it becomes the foundation of a future-ready energy system—reliable, cyber-secure, transparent, and capable of meeting consumer needs. UNDP and its partners remain fully committed to supporting the piloting and expansion of smart metering infrastructure,” said Seher Ariner, UNDP Deputy Resident Representative in the Republic of Moldova.
Italy and UNDP are supporting the Ministry of Energy in developing the smart metering infrastructure. This involves a complex system integrating advanced technologies and equipment for measurement, automated transmission, and energy consumption management.
So far, with the support of UNDP and the Government of Italy, 44,520 smart meters have been installed for consumers in the northern and central-southern distribution areas. By 2027, the number of smart devices installed is expected to exceed 100,000 electricity consumers.
