The Republic of Moldova will collaborate with the Belgian Development Agency, Enabel, to modernize the energy sector and advance climate priorities

The Republic of Moldova continues the process of modernizing its energy sector and aligning with European standards through a new partnership with the Belgian Development Agency – Enabel. The Ministry of Energy and Enabel signed today a Memorandum of Understanding that establishes the framework for cooperation for the coming years, with a focus on energy transition and climate objectives.

 

The document was signed by the Minister of Energy, Dorin Junghietu, and Enabel’s Director, Jean Van Wetter. It reflects the shared commitment to work together towards a safer, more efficient, and more sustainable energy system.

 

“Our energy sector is at a turning point. We are working intensively to modernize our system, strengthen our resilience, and align with European standards. In this context, partnerships with experienced and dedicated organizations such as Enabel are more than welcome. This Memorandum marks an important milestone in the Republic of Moldova’s energy transition and in our path toward European integration,” said Minister of Energy Dorin Junghietu.

 

“Enabel brings solid experience in project implementation and financing mobilization, and through this partnership we aim to support the authorities’ efforts to accelerate the energy transition, the EU accession process, to develop sustainable solutions, and to deliver tangible results for citizens,” said Enabel Director Jean Van Wetter.

 

Through this Memorandum, the two parties will exchange expertise and mobilize financial and technical resources to support reforms in the energy sector. The cooperation targets the modernization of the energy system, the development of renewable sources, increased energy efficiency, and strengthening infrastructure resilience.

 

The document also provides for strengthening the capacities of public institutions in the sector, including through exchanges of experience and study visits, as well as support for developing the regulatory framework in line with European Union legislation. A strong emphasis will be placed on the development of the electricity market, including balancing mechanisms and ancillary services, as well as on the implementation of network codes by the transmission system operator.

 

At the same time, the partnership will support modern and decentralized energy solutions, especially for public institutions such as hospitals and schools, and will facilitate the launch of innovative pilot projects. These will include new financing models for energy efficiency, such as the Super ESCO program, as well as energy storage technologies, including battery energy storage systems (BESS).

 

As part of the collaboration, experts from Moldova will be able to participate in study visits to Belgium, together with partners from Ukraine, to learn from European experience in areas such as energy efficiency, financing models, and energy system flexibility solutions.

 

The implementation of the Memorandum will be monitored through periodic consultations between the parties, in order to assess progress and adjust actions as needed.
