The Ministry of Energy has initiated the process of reorganizing the state-owned enterprise Moldelectrica into a joint-stock company. The enterprise acts as the electricity transmission system operator and is responsible for the centralized operational management of the national power system.
An order approving the company’s reorganization plan was signed on February 13 of this year by the Minister of Energy, Dorin Junghietu. The document outlines all legal and accounting procedures necessary for the reorganization, including the transfer of all assets and personnel, with completion expected by April 2027.
Following the appointment of a professional Board of Directors, composed mainly of independent members, the reorganization aims to continue the modernization of corporate governance, increase operational efficiency, and integrate the national energy infrastructure into the European electricity market.
The reorganization seeks to establish a high-performance governance model aligned with the requirements for synchronization with the European energy market, thereby supporting electricity supply security, cross-border cooperation in energy transmission infrastructure, and the integration of the Republic of Moldova into European market mechanisms.
It should be recalled that in 2023, Moldelectrica was certified by ANRE under the “Independent System Operator” model.
The unbundling obligation of the electricity transmission system operator is a requirement set both by the European Union’s Third Energy Package and by the commitments undertaken by the Government of the Republic of Moldova upon accession to the Energy Community Treaty.
