The tender commission for large eligible producers has two members from civil society

The Ministry of Energy has completed the process of selecting civil society representatives for the Tender Commission in the second round of tenders for granting the status of large eligible producer for wind power plants with storage capacities. Nine candidates applied for this position, and the final stage included an interview, to which all candidates meeting the eligibility criteria were admitted.

The interviews assessed the participants’ motivation, level of integrity, knowledge of ethical principles, willingness to be actively involved, and their ability to contribute objectively to the Commission’s work, including in the context of the unpaid nature of the position. Candidates were evaluated based on experience in civil society, professional competencies, and the consistency of their answers, while any potential conflicts of interest were also analyzed.

 

As a result of this process, the following civil society representatives were appointed:

  • Mariana Hîncu – member of the Tender Commission;

  • Dumitru Braga – alternate member.

According to the official schedule, the submission of bids for the second round of tenders is expected in March 2026, with evaluation and selection of winners taking place in June 2026. For large-scale wind projects, a total capacity of up to 170 MW has been made available, with the obligation to install a minimum of 44 MWh of electricity storage capacity or at least 0.25 MWh of storage per installed MW. The guaranteed fixed price will be established through the bidding competition, without exceeding the maximum ceiling approved by ANRE of 1.44 MDL/kWh.

 

The implementation of this round of tenders will contribute to increasing the share of renewable energy in the Republic of Moldova by 5.8%, bringing the country closer to the national target of 30% renewable energy by 2030. Together with the first 165 MW tender, wind energy will represent approximately 11.4% of this target. Additionally, the new investments will reduce emissions by over 1.4 million tons of CO₂, equivalent to the annual emissions of about 310,000 cars, contributing both to energy security and to Moldova’s green transition.

 

The Ministry of Energy continues to ensure a transparent and accessible tender process for all interested investors.
