Winners Announced for the First Auction for the Construction of Large Wind and Solar Parks with a Total Capacity of 165 MW

The tender committee for granting the status of eligible large producer has designated the winners for the construction of large wind and photovoltaic parks with a total capacity of 165 MW. The results of the competition were presented today at a press conference, supported by the Minister of Energy, Dorin Junghietu, and the Secretary of State Carolina Novac.
 
After the opening and examination of the 8 financial offers for the construction of wind parks, 5 offers with a total capacity of 105 MW were selected. Among them are the consortium represented by Lumina Noastră SRL, with two parks with a total capacity of 65 MW, which offered the price of 1.2498 lei/kWh and 1.3298 lei/kWh respectively; Navitas Energy SRL with two parks with a total capacity of 12.5 MW and the prices of 1.4120 lei/kWh and 1.4200 lei/kWh respectively; and Windnova SRL with a 27.5 MW park and the price of 1.4298 lei/kWh.
 
Of the 24 bids submitted for photovoltaic parks, the Tender Commission designated 6 bids as winners, within the limit of the available capacity of 60 MW. The winners are KKK Invest SRL with a park with a capacity of 5.7 MW and the price of 1.1399 lei/kWh and the consortium represented by Lumina Noastră SRL with 5 parks with a total capacity of 54.3 MW and the following prices as follows: 4.8 MW and the price of 1.1398 lei/kWh; 6 MW and the price of 1.1455 lei/kWh; 12 MW and the price of 1.1456 lei/kWh; 24 MW and the price of 1.1899 lei/kWh and 7.5 MW and the price of 1.1900 lei/kWh, respectively.
 
"These auctions will bring direct investments of 200 million euros in the next three years. We are also pleased that we have good potential among local investors, who came with attractive offers at these auctions. Everything is done with one goal: to bring investments to our home, to build a resilient regional cooperation that reduces risks, connects markets and protects citizens," added Dorin Junghietu.
 
State Secretary Carolina Novac reiterated that the Republic of Moldova has set a goal that by 2030, 30% of electricity consumption should come from renewable sources. In this regard, one of the priorities of the Ministry of Energy is to improve the legal framework and introduce support instruments for investments in energy storage and green technologies.
 
A new round of tenders for the construction of wind farms with an estimated capacity of up to 173 MW is planned for October 2025 and will include storage solutions with a capacity of up to 22 MW for the first time, and the deadline for submitting bids is estimated to be by March 2026.
 
Companies will be guaranteed to sell the electricity produced to the central energy supplier, Energocom, for 15 years from the commissioning of the plants, at the offered price, which will be adjusted for inflation and other tariff factors.
 
The status of large eligible producer is assigned by Government Decision, at the proposal of the Ministry of Energy, and the plants are to be installed within 36 months of the publication in the Official Gazette of the Government Decision on the assignment of the title of large eligible producer.
 
In the Republic of Moldova, there are three support mechanisms for green energy producers, guaranteeing the purchase of surplus energy delivered to the grid and thus helping them recover their investments:
 
– net billing, which replaced net metering from January 1, 2024, valid for small producers with installations intended for their own consumption;
 
– fixed tariff for 15 years – for parks and power plants up to 4 MW wind or biogas (without capacity limit);
 
– fixed price, also valid for 15 years, for parks and power plants larger than 1 MW photovoltaic or 4 MW wind, capacities assigned through auctions.
