The Cabinet of Ministers Approved the Draft Law on the Ratification of the Credit Facility Agreement with the French Development Agency for the Implementation of the INSPIREE Project

May 7, 2025, Chișinău – The Cabinet of Ministers approved the decision supporting the draft law for the ratification of the Credit Facility Agreement between the Republic of Moldova and the French Development Agency (AFD), signed in Paris on March 10, 2025.
The agreement supports the launch of the “Initiative for Sustainable Public Infrastructure Development through Energy Efficiency Renovations (INSPIREE)”, a strategic initiative aimed at reducing the country's energy dependency, modernizing public infrastructure, and advancing the sustainable development goals assumed by the Republic of Moldova.
The INSPIREE project targets the energy rehabilitation of essential public buildings, particularly higher education institutions and district hospitals, contributing to reduced energy consumption, lower greenhouse gas emissions, and improved quality of public services offered to citizens. The project is expected to directly benefit approximately 200,000 citizens.
The project is co-financed by the French Development Agency, the Government of the Federal Republic of Germany through the German Development Bank (KfW), and the Government of the Republic of Moldova. Implementation will be carried out by the Energy Projects Implementation Unit (UCIPE), under the coordination of the Ministry of Energy.
The credit facility agreement includes provisions with positive impacts on both the economy and the environment, aiming to save 60% of energy consumption in the targeted buildings and reduce CO₂ emissions by 4,200 tons per year.

INSPIREE is a flagship initiative that reflects our country's strategic direction to build modern, energy-efficient public infrastructure aligned with European standards. We deeply appreciate the ongoing support of our partners from France and Germany, who are actively contributing to accelerating Moldova’s European integration,” said Minister of Energy, Dorin Junghietu.
The INSPIREE initiative is being carried out under the Joint European Financiers for International Cooperation (JEFIC) mechanism, underlining Moldova’s firm commitment to European integration and the sustainable development of national infrastructure.
