The Government Grants State Guarantees to SA Energocom for a Loan of up to 400 Million Euros for Energy Supply

05.06.2025, Chisinau — Energocom will receive state guarantees for accessing a credit line from the European Bank for Reconstruction and Development (EBRD) to ensure security of electricity and natural gas supply. The Cabinet of Ministers today approved the draft law on granting state guarantees for a loan of up to 400 million euros, contracted from the European Bank for Reconstruction and Development (EBRD). The funds will be used to implement the project "Strengthening the Energy Security of the Republic of Moldova", with the aim of ensuring uninterrupted supply of natural gas and electricity to end consumers.
"Ensuring uninterrupted supply of energy resources is a strategic priority for the Republic of Moldova. It is an essential element for protecting our citizens, especially the vulnerable, and for maintaining economic and social stability. Through this financial instrument, we will strengthen the state's capacity to deal with potential crises and guarantee the continuity of supplies to the population," said the Secretary of State, Carolina Novac.
The project was approved in the context of the expiration in August 2025 of the "Security of Natural Gas Supply" project, signed in 2022, which also included a credit line accessed from the EBRD, and the Government thus honors its commitments assumed through the Letter of Intent of February 4, 2025, signed with the European Commission.
The new loan, with a total value of up to 400 million euros, is structured in three tranches of 300 million euros, as well as a revolving credit facility for a period of 5 years. These funds will allow Energocom to make strategic purchases of natural gas and electricity to fulfill its public service obligations towards final consumers in the country, especially in view of the 2025–2026 heating season.
The project will have a significant positive social impact, contributing to protecting the interests of the population, with a focus on vulnerable households.
The main benefits include: preventing disruptions in the supply of energy resources, especially in the cold season, by creating the necessary stocks and ensuring liquidity for purchases; reducing the risk of tariff increases, by avoiding additional costs that would otherwise have affected the final prices paid by consumers; strengthening energy security at the national level, an aspect that directly influences the quality of life and public confidence in the economic and social stability of the country.
The financial facility offered by the EBRD is the result of a competitive negotiation and reflects the need to guarantee the country's energy security through a sustainable and adaptable mechanism. It does not imply a financial burden for the state budget except in extreme cases, being conceived as an instrument of protection and stability in an uncertain geopolitical context.
Energocom reaffirms its commitment to responsible management of financial resources and to full transparency in all operations carried out in the interest of the energy security of the Republic of Moldova.
