Commitment to Ensuring Moldova’s Energy Independence and Resilience Reaffirmed During the Sixth EU–Moldova High-Level Energy Dialogue

The commitment to ensuring the energy independence and resilience of the Republic of Moldova was reaffirmed during the sixth edition of the EU–Moldova High-Level Energy Dialogue, held in Chișinău. The event provided an opportunity to strengthen energy cooperation and reconfirm the shared commitment to national and regional energy security.

 

The dialogue was co-chaired by the European Commissioner for Energy and Housing, Dan Jørgensen, and the Minister of Energy, Dorin Junghietu. It brought together representatives of European institutions, Moldovan central authorities, and international organizations supporting the implementation of reforms in the national energy sector.

 

The event took place in a context marked by ongoing regional challenges, as well as significant progress in Moldova's efforts to integrate into the European energy market by 2030.

 

“The High-Level Energy Dialogue is not just a discussion platform, but a strong pillar of our strategic partnership. It is essential to support Moldova in building a more resilient and sustainable energy future—one that is secure and immune to energy blackmail. Today, I visited the first residential building thermally renovated with EU funds. More renovations will follow. The European Union is proud to be Moldova’s partner in this transition, working together for a secure energy future and better quality of life for all its citizens,” said European Commissioner for Energy and Housing, Dan Jørgensen.

 

“I would like to thank the European Union for its consistent support, as well as the Energy Community Secretariat for playing a key role during the most difficult moments of the energy crisis and for the constructive solutions proposed. A special thank-you, Mr. Commissioner, for your direct involvement in Moldova’s energy sector and for mobilizing your teams at a critical moment for our country. Our goals are clear: full integration into the European energy market, increasing resilience through regional cooperation, strengthening supply security through interconnections and market development, promoting renewable energy and energy efficiency, and building a modern, accessible, and fair energy system for all citizens of the Republic of Moldova,” said Minister of Energy Dorin Junghietu during the event.

 

During the meeting, the parties welcomed Moldova’s progress in implementing the EU energy acquis, as reflected in the 66% score in the Energy Community Implementation Report for 2024.

 

Minister Dorin Junghietu emphasized Moldova’s firm commitment to fully transpose and implement the Clean Energy Package and the Electricity Market Integration Package, with the goal of achieving full integration into the EU energy market by early 2027. In parallel, authorities in Chișinău will continue liberalizing the gas market in close cooperation with the Energy Community Secretariat.

 

The European Commission reiterated its support for Moldova’s energy sector reform efforts, including through the support package announced in February 2025, aimed at mitigating the effects of Gazprom’s unilateral decisions regarding gas deliveries to the left bank of the Dniester.

 

In cooperation with the Energy Community Secretariat, the event confirmed the need to implement the Action Plan for Moldova’s Energy Independence and Resilience, which aims to eliminate dependence on energy supplies from the Russian Federation—both in the electricity sector and in the natural gas and petroleum products sectors.

 

A major point on the dialogue agenda was the advancement of interconnection projects. Moldova reaffirmed its goal to commission the Vulcănești–Chișinău 400 kV Energy Independence Line by the end of 2025, as well as to establish a new interconnection with the EU through the Bălți–Suceava 400 kV overhead line by the end of 2027. At the same time, the importance of identifying sustainable solutions for advancing the Strășeni–Gutinaș 400 kV project was emphasized.

 

The EU–Moldova High-Level Energy Dialogue was launched in 2021 and has since evolved into a strategic coordination platform following Russia’s aggression against Ukraine and the subsequent global energy crisis. Its purpose is to facilitate structured discussions and joint actions in the energy field, focusing on synchronizing Moldova’s power grid with the European one and on Moldova’s sustainable energy integration into the EU internal market.
