The Financing Agreement with the European Investment Bank for the Modernization of the Centralized Heating System in Chișinău Has Been Ratified by Parliament

The European Investment Bank (EIB) will provide the Republic of Moldova with a loan of €143.5 million for the modernization of the centralized heating system in Chișinău. The financing agreement was ratified today by the Parliament.

 

The funds are intended for the implementation of the Project “Optimization of the Centralized Heating System in the Municipality of Chișinău.” The financing from the EIB covers 44% of the total project budget, which amounts to €326 million.

 

The project includes the installation of 2,510 Individual Thermal Points and the conversion of 1,665 apartment buildings in Chișinău to a horizontal distribution system for thermal energy. Additionally, 57 pilot projects will be implemented, focusing on thermal insulation of selected buildings and the installation of horizontal distribution systems within individual apartments. Moreover, primary heating networks will be rehabilitated, and two new pumping stations will be built, ensuring more efficient thermal energy supply for the city.

 

It is estimated that over 300,000 citizens in the capital will benefit from this project.

 

The implementation of these measures aims to reduce energy losses, increase energy efficiency, and achieve savings of up to 30% on consumer bills.

 

The modernization of distribution systems is not only about improving energy efficiency but also about increasing the comfort of citizens, including through the introduction of individual metering. This will allow each consumer to control their thermal energy usage based on their individual needs.

 

Previously, Parliament ratified the Loan Agreement between the Republic of Moldova and the European Bank for Reconstruction and Development (EBRD) for the implementation of the same project – “Optimization of the Centralized Heating System in the Municipality of Chișinău.”

 

The EBRD's contribution of €143.5 million represents a significant portion of the total project funding of €326 million. The remaining funding is provided by the European Investment Bank, as well as grants from the European Union and the Eastern Europe Energy Efficiency and Environment Partnership (E5P).

 

Also, during today’s parliamentary session, Amendment No. 1 to the Grant Agreement between the Republic of Moldova and the European Investment Bank, related to the implementation of the “Energy Efficiency in the Republic of Moldova” Project, was ratified. The amendment was signed in Chișinău on July 7, 2025.

 

This initiative follows the creation and reorganization of new institutions, the allocation of €12.4 million, the approval of an additional €10 million, and the extension of the project implementation timeline.

 

The project “Energy Efficiency in the Republic of Moldova” aims to improve energy efficiency in the public and residential sectors, with direct benefits to the quality of public services and citizens’ living conditions. The total cost of the project is estimated at €76.9 million, of which €12.4 million is a grant agreement between the Republic of Moldova and the EIB.

 

The Ministry of Energy will oversee and be responsible for the implementation of the “Energy Efficiency in the Republic of Moldova” Project. The public sector component will be implemented through UCIPE, while the residential sector component will be implemented via CNED.
