The Ministry of Energy of the Republic of Moldova and the Soros Foundation Moldova have signed a Cooperation Agreement, launching a partnership that will transform social service buildings into energy-efficient, more comfortable, and less costly spaces. The document sets the framework for collaboration on the project "Local Partnerships for Energy Efficiency in Social Services," funded by the European Union, co-financed and implemented by the Soros Foundation Moldova in partnership with Keystone Moldova and the Social Innovation Fund from Moldova.

Energy-Efficient Buildings and Better Social Services for Communities

As part of this project, 35 civil society organizations have received grants of approximately €87,000 each. These organizations will insulate buildings, install modern heating systems, photovoltaic panels, and LED lighting so that social services can be delivered in improved and more economical conditions. At the same time, communities will carry out campaigns promoting responsible energy consumption.

“With this agreement, we take an important step toward making social services in the Republic of Moldova more energy-efficient and sustainable. The grants funded by the European Union will enable the 35 civil society organizations to insulate buildings, install modern heating systems and photovoltaic panels, thereby reducing costs and improving the quality of life for hundreds of beneficiaries. We thank the Ministry of Energy for their openness and collaboration, which make this initiative possible. Together, we demonstrate how well-targeted investments can create safer and more dignified conditions for people and strengthen the foundation of an open and responsible society,” said Daniela Vidaicu, Executive Director of the Soros Foundation Moldova.

The First Near Zero-Energy Building Groups in the Republic of Moldova

These 35 public buildings will mark a first step in implementing the concept of near zero-energy buildings (NZEB) in the Republic of Moldova — a concrete example of the country's efforts to align public infrastructure with European standards and support the energy transition.

“The Republic of Moldova has committed to annually rehabilitate 3% of the total surface area of state-owned public buildings, starting January 1, 2024. This project helps translate the possibly abstract figures related to energy efficiency that the Ministry of Energy works with into tangible benefits for our citizens — through lower utility bills and higher-quality social services,” said Dorin Junghietu, Minister of Energy of the Republic of Moldova.

Through this partnership, the Republic of Moldova is taking decisive steps to reduce energy consumption, modernize public buildings, and directly support local communities, so that the benefits of energy efficiency become a reality for as many citizens as possible.
