Workshop on Regulations and Best Practices for Ground-Mounted Photovoltaic Installations and Agrivoltaic Systems

On July 15, 2025, the Ministry of Energy, with support from the German Agency for International Cooperation (GIZ Moldova), organized a workshop dedicated to regulations and best practices regarding the use of land for ground-mounted photovoltaic (PV) installations and agrivoltaic systems.

 

The workshop was held in the context of drafting technical requirements for the placement and installation of photovoltaic systems, in accordance with Article 27 of the Land Code No. 22/2024.

 

The event brought together representatives of public authorities, academia, and stakeholders from both the energy and agricultural sectors, providing a platform for constructive dialogue.

 

Participants also included online representatives from SolarPower Europe, who shared best practices and lessons learned from the implementation of agrivoltaic systems and solar power plants in Italy, France, and Germany.

 

During the workshop, a preliminary draft of the technical regulations was reviewed with the participants, contributing significantly to the understanding of the needs and perspectives of all involved parties.

 

Toward the end of the discussions, it was agreed that experts from SolarPower Europe, together with GIZ Moldova, would develop a revised version of the regulations that reflects the insights identified during the workshop. This version will later be submitted by the Ministry of Energy for public consultation with relevant or affected stakeholders.

 

The organization of this workshop reflects the Ministry of Energy’s commitment to promoting sustainable and efficient solutions in the field of renewable energy, by integrating modern technologies and ensuring the sustainable use of agricultural land.
