Cabinet of Ministers Approves Auction Results for Granting Large Eligible Producer Status in the Renewable Energy Sector

Chișinău, August 6, 2025 — The Cabinet of Ministers of the Republic of Moldova today approved the results of auctions for granting large eligible producer status to investors developing photovoltaic and wind power plants. This decision marks an important step towards strengthening the country’s energy security and accelerating the transition to clean energy.

The draft Government Decision establishes the legal framework for awarding the large eligible producer status and is the result of the first-ever auction held in the Republic of Moldova under a “fixed price” support scheme, in line with national legislation and European standards.

The auctions targeted the development of 105 MW of wind capacity and 60 MW of solar capacity for electricity production. Out of the 44 bids submitted (36 for solar energy and 8 for wind energy), 11 winners were selected, covering the maximum tendered capacity:

Photovoltaic plants

  • Consortium “LUMINA NOASTRĂ” SRL – 54.3 MW (including existing and new projects)

  • “KKK INVEST” SRL – 5.7 MW

Large eligible producer status for photovoltaic plants was awarded to:

  • Sole investor “LUMINA NOASTRĂ” (comprising “Revenco Logistic” SRL, “Lumina Noastră” SRL, “Eximiusfruct” SRL, “Niko Fruit” SRL, “Solotrans-Agro” SRL, “GS Blue Electric” SRL)

  • “KKK INVEST” SRL

  • Consortium “LUMINA NOASTRĂ” SRL

Wind farms

  • Consortium “LUMINA NOASTRĂ” – 65 MW (new projects)

  • “NAVITAS ENERGY” SRL – 12.5 MW

  • “WINDNOVA” SRL – 27.5 MW

Large eligible producer status for wind farms was awarded to:

  • Sole investor “LUMINA NOASTRĂ” (companies “Lumina Noastră” SRL, “AN Energy Green” SRL, “GS Blue Energy” SRL)

  • “NAVITAS ENERGY” SRL

  • “WINDNOVA” SRL

The designated investors will sign guaranteed power purchase agreements with JSC “Energocom” for a period of 15 years, starting from the commissioning date of the plants. The average prices resulting from the auctions are among the most competitive in Energocom’s portfolio:

  • Solar energy – 1.1679 MDL/kWh (approx. €59.1/MWh)

  • Wind energy – 1.3280 MDL/kWh (approx. €67.2/MWh)

Once operational, these plants will produce approximately 8.4% of the Republic of Moldova’s annual electricity consumption, thereby contributing to national energy security, reducing CO₂ emissions, and attracting over €190 million in private investments without involving budgetary expenditure.

The Ministry of Energy will oversee the contract signing process and establish a technical commission responsible for verifying the technical compliance of the plants within 12 months after commissioning, ensuring compliance with the tender documentation and applicable standards.

Large eligible producers will benefit from the state aid scheme “fixed price/variable premium,” authorized by Decision EMAS-30 of September 30, 2024, of the Competition Council.
